Duration: Secondment or Fixed Term Contract for 12 months with the potential to go permanent. (Please note, secondments are subject to line manager approval.)
Location: This role is based in Milton Keynes, you must live within 90 minutes. This role is a full-time opportunity; flexible working patterns will be considered.
Band & Salary: Band 2B, Salary £71,163 - £81,661

Brief Description:
Who are we looking for? We are seeking a passionate, experienced, and dynamic Energy & Carbon Strategy Manager to lead our low emissions team and drive forward with implementing our national energy and carbon reduction strategy. This role involves developing and implementing guidance, policies, and standards in collaboration with our business regions and functions to support network-wide decarbonisation activities. You will effectively lead the management of utility contracts and foster collaboration with regions and functions to ensure operational excellence.
You’ll be a strong and dynamic industry leader in carbon management who can operate successfully in a complex organisation. Your strong influencing and negotiation skills will help you build valuable relationships with many internal and external stakeholders including the Department for Transport, Rail Safety and Standards Board, Office of Rail and Road, and the International Union of Railways. You should be well-versed in energy, carbon, and utilities management, with experience in leading national initiatives and projects. Demonstrated success in delivering national change projects with a decarbonisation edge is essential to support Network Rail’s ambitions of achieving PAS2080 compliance, improving energy efficiency, reducing carbon in infrastructure, improving air quality, and driving towards net zero emissions by 2050.
About The Role:
What does the average day look like? As the Energy & Carbon Strategy Manager, you will provide professional leadership to the business to reduce energy use and carbon emissions, delivering on our journey to net zero and a railway that is fit for the future. You will manage the decarbonisation plan for Network Rail and the industry, ensuring we meet strategic and regulatory targets. You will support initiatives to recover third party costs and ensure accurate energy monitoring, targeting, billing, and reporting. You will maintain relationships with energy suppliers and continuously improve processes and systems for contract management. You will provide strategic advice to the Executive Leadership Team and Company Board as the national technical lead for energy and carbon management. You will foster and build strong relationships with the regional and functional sustainability leads and drive forward initiatives that meet business needs.
Essential Criteria:
* Experience of leading the development and implementation of business and industry strategies.
* Experience of leading and managing high performing and geographically disparate teams.
* Highly developed skills in influencing and negotiating internally as well as externally to develop mutually beneficial relationships.
* Evidence of understanding best practice category management in Utilities, including processes, policies, and procedures and their application at category value level (>£30m pa) to develop innovative and effective outcomes at individual contract levels in excess of £20m.
* Proven track record of benefits delivery through the application of leading practice tools and techniques.
* Proven track record in budget management and delivering Regulatory efficiencies over a control period.
* Experience in leading negotiations by applying appropriate fact-based tactics and techniques to achieve optimal outcomes.
* Ability to work with suppliers to improve their quality and cost structures by providing feedback, educating suppliers, and creating joint/collaborative initiatives where appropriate.
* Role model for business conduct and maintains NR values under internal/external pressure.
* Educated to degree level or equivalent.
