The Student Awards Agency Scotland (SAAS) is an Executive Agency of the Scottish Government responsible for the administration of fees, bursaries and loans to Scotland’s higher education students; and providing advice and guidance to students and stakeholders across the education sector and wider public. SAAS are currently undertaking a project to develop a new Online System for administering Disabled Students Allowance (DSA). DSA is a type of student support that provides funding for equipment and non-medical support for students with disabilities or learning difficulties. The DSA On Line Service is currently in private beta, and is being used by a small number of Higher Education Institution (HEI) delivery partners. As SAAS prepare for the transition to public Beta; and then into full live roll out, we are looking for a Project Manager to manage the delivery of phase 2 deliverables; and coordinate the dev, test and transition efforts towards a successful roll out. What do you want this assignment to achieve? To effectively manage the role out of a key Online Service. Providing clear plans for snr leadership; and clear direction to project team. Main Duties of Role Bullet point main duties (approx. 5) in order of time spent on work The candidate will be expected to: Manage resources in an effective and efficient manner Work with Finance colleagues and the SRO to prepare and manage the budget for 2025 based on scope of work and resource requirements Track project costs in order to manage the agreed budget Develop and manage a detailed project schedule and work plan for the project Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress Manage delivery by assigning tasks and communicating clear expected deliverables Utilise industry best practices, techniques, and standards throughout entire project execution Monitor progress, making adjustments as needed within project tolerance; and escalating where outside tolerance Measure project performance to identify areas for improvement Work with permanent staff effectively and share best practice with new PMs. Prepare evidence for DSSS assessments - and present this evidence at assessment Any other Relevant Information This could include information about the team structure, hybrid working commitments etc. SAAS operate a hybrid working pattern. The post holder will be expected to be in the office for a minimum of 6 days per month Hours of work: 9-5 Monday to Friday (unless otherwise agreed with line manager) Responsibilities The successful candidates will need to quickly build effective relationships with the project SRO, project team members, and wider stakeholders. The project manager will be responsible for managing delivery of the remaining phases of the project - including development sprints where appropriate - and for governance and reporting. The project manager will need to understand and report on the progress of all aspects of the project. They must ensure that all stakeholders are informed and ready to support the project as relevant, to ensure the plan is adhered to and key milestones are met. This will include preparation for release and hypercare and for any Digital Scotland Service Standards Assessments that are required. Qualifications Essential Skills and Experience Bachelor's degree in IT, STEM or Business-related subject OR equivalent professional experience/ accreditation At least 3 years of project management and related experience in digital delivery Experience and expertise in project methodology with Project Management certification preferred Proven ability to solve problems creatively Strong familiarity with project management software tools, methodologies, and best practices Knowledge and awareness of GDS and Digital Scotland Service Standards Cultural Fit Ability to adapt to changes in course while maintaining motivation and productivity. Excellent interpersonal skills and the ability to build and maintain effective working relationships with SAAS leadership and project(s) stakeholders. Ability to plan, organize and keep up with project deadlines with minimal supervision. Ability to prepare and present outputs and concepts to varied audiences Ability and aptitude to transfer knowledge and share experience with wider project team
