Job Description
We have been retained by an industry leading client in the hydrogen sector seeking a HSE Manager to provide expert technical knowledge across all areas of the business, enabling Managers and Project Managers to comply with all aspects of Health and Safety primarily relating to design, construction, and maintenance of Hydrogen systems.
The role will involve set-up and responsibility for the governance and process required to ensure that all delivered projects that are CDM compliant are as such with responsibility for the creation, management and sign off of Construction Plans, and liaison with 3rd party suppliers, Programme Managers, Project Managers to ensure Health & Safety legislation is being adhered to.
The role will also collate data and information and use this to identify themes, and in turn, focus and adapt training/audit programs to address and mitigate the associated risk exposures on the site utilising the Integrated Management System (IMS) and its associated procedures and tools.
Responsible for the on and off site Operations ATEX safety.
DUTIES
1. Ensure fundamental elements of the HSE Management System are scheduled with the management team, completed, and documented to maintain certification to ISO 14001, ISO 45001 ISO 9001.
2. Assist the Management Team with agreed HSE outputs from meetings/reports/audits/inspections and investigations etc are captured as SMART actions on the HSE actions database and reviewed regularly for progress.
3. Ensure the business complies with all legislation under the health & safety at work act 1974.
4. In partnership with your internal stakeholders, devise and establish the Company's Risk Assessment, Safe Systems of work, Method Statements, and permit to Work documents.
5. Provide training, toolbox talks, best practice, tools, and techniques for use by all teams.
6. Setting up and maintaining HSE controls and documentation procedures with help from the compliance co-ordinator.
7. Measure, monitor, and communicate HSE target statistics to the business and stakeholders.
8. Raising internal non-conformances; assisting with investigations and implementation of corrective actions.
9. Liaison with certification bodies (ISO 45001, 14001 and 9001); Assist in maintaining certification to the accreditation systems.
10. Complete regular Health and Safety compliance evaluations, inspections and audits – record outputs and liaise with site management to ensure actions are completed.
11. Responsible for the investigation of accidents, incidents and near miss events and share lessons learned.
12. Monitor and report to senior management the implementation of actions to prevent recurrence post incident.
13. Review and interpret health and safety performance data including close out of inspection and accident investigation reports, and provide reports as required.
14. Ensure that all employees are properly informed about the working, environmental and safety policies of the Company.
15. Maintain accident statistics, analyse trends and propose and take remedial action where necessary.
16. Develop proposals for corrective or preventive measures and investigate or arrange for all accidents and near-misses to be investigated, prepare report of findings, including recommendations to prevent recurrence and implement approved course of action and supporting insurance related processes.
17. Where necessary prepare reports to the enforcing authority as required by the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations.
18. Work in partnership with the first aiders to ensure all H&S supplies are fully stocked on site.
19. Leading emergency response initiatives and conducting investigations after incidents to establish causes and preventive measures.
20. Encourage the highest standards of housekeeping to be maintained throughout the site.
21. Chair and encourage active participation at site Health, Safety, and Environmental meetings.
22. Weekly reporting on all HSE matters.

Qualifications
1. IOSH Managing Safely.
2. COMPEX/ATEX Safety.
3. NEBOSH qualified.
4. First Aider and/or Mental Health First Aider beneficial.
Knowledge and Experience
1. Proven experience in a senior HSE role ideally within an industrial/heavy industry environment.
2. Knowledge and expertise in Risk Management policies, processes, and procedures.
3. Strong and practical knowledge of ISO 45001, 14001 and 9001, as well as emerging standards and regulations.
4. Experience in presenting and training in HSE.
5. Experience as nominated First Aider and Fire Warden.
