The role provides crucial support to the smooth running and operation of APHA laboratories and office areas in the Department of Bacteriology. The post holder will work alongside scientists, the APHA Facilities Management Provider (FMP) and safety management teams to ensure a functional and safe workplace underpinning the delivery of APHAs critical science services. The post has two related aspects: Departmental Safety Advisor to provide health and safety advice within specific workgroups supporting the overarching Bacteriology Departmental Safety Officer and the Safety, Health and Wellbeing (SHaW) Department in implementing and monitoring safe systems of work. Building Manager (Local Nominated Person) for specified buildings within the Department of Bacteriology estate, including laboratories and office areas, entailing providing operational support for facilities and acting as a primary point of contact for employees and contractors. The post is based at the Weybridge APHA laboratories. Attendance at the laboratories is essential and therefore the post holder needs to be able to work from the APHA Weybridge site. This post is full-time, we may consider two part-time staff on a job-share basis if continuity can be arranged. Job description Departmental Safety Adviser for Workgroups Ensure compliance to APHA Health and Safety Standards and guidance for Containment Level 2 (CL2) facilities. Deliver safety inductions to new employees, contractors and visitors to provide information, instruction and training. Review contractor RAMS. Provide health and safety advice within workgroups, advise management on risk reduction and control measures. Support the Departmental Safety Officer (DSO) and the SHaW Department to implement appropriate safe systems of work. Promote and communicate safety, health and wellbeing, including lessons learnt and risk alerts. Arrange, carry out and assist with health and safety audits, tours and inspections. Raise and monitor actions to closure. Organise and deliver CL2 contingency drills and safety toolbox talks. Attend relevant Departmental Safety Meetings to keep abreast of changes in health and safety policies/procedures, to raise workgroup health and safety concerns for management action and cascade relevant information to staff, students and visitors. Provide guidance in the event of an accident or near miss within the facility or associated area and ensure prompt reporting. Support the DSO and SHaW with accident and incident investigations. Ensure risk assessments are up to date and have been reviewed by authors. Assist with writing and reviewing SOPs and Risk Assessments. Monitor the working environment to ensure good housekeeping and compliance to APHA Health and Safety Standards and Guidance. Ensuring adequate First Aid and Fire Warden cover for work areas. Building Manager (Local Nominated Person) Liaise with workgroups, FMP and external contractors for repairs, maintenance and calibrations of laboratory equipment and estates. Point of contact for work groups to support facilities management and maintenance. Raise work orders for corrective maintenance with the FMP and ensure these are tracked and recorded. Site redevelopment programme- represent workgroup/department at pre-start and/or coordination meetings to provide facilities information. Person specification The post holder is responsible for safety technical assurance and providing health and safety advice to the work group. The post-holder must enable and ensure compliance in areas of responsibility. Excellent communication skills are needed; to collaborate with the workgroup, and other specialist advisers in Safety and across the Bacteriology Department, to identify areas for improvement/concerns and communicate this to senior managers, to deliver training and safety toolbox talks, to liaise with FMP, external contractors, and workgroups to support facility and equipment repair and maintenance, and to liaise to provide facility information supporting the site redevelopment programme. Science background degree level or equivalent experience. Applicants must have experience of practical laboratory work and laboratory management with previous knowledge of safety management (including auditing) or have a willingness to learn. Willingness to undertake formal training/qualifications (e.g., IOSH) relevant to the role if not already in possession of these. Well-developed writing skills and meticulous attention to detail to ensure that documentation is clear, unambiguous, and professional is essential. Proactive and adaptable confident in challenging all levels of seniority if appropriate. Excellent communication and team working skills. The Weybridge site is a strategically important national asset due to its role as a reference laboratory supporting the Governments response to national emergencies including disease outbreaks. For this reason all postholders based on the APHA Weybridge site must hold a valid Counter Terrorist Check (CTC) security clearance or above.
