Job Profile Definition
Job Purpose:
The Permit Administrator will report into the Permit Team Lead/Project Manager and undertake all works associated with the permitting, wayleaves, right of ways, and Asset Sharing for the deployment of a fibre network.
Key Responsibilities:
* Manage and administer permitting, including monitoring and coordination of Streetworks activities.
* Work closely with Build Managers and Build partners for the planning and scheduling of work.
* Collate all required permit information for works.
* Liaise with Build Teams to ensure all permits are administered with the correct information to avoid FPNs or charges.
* Assist management with challenging/resolving any FPNs received for completed works.
* Set up and coordinate resources, processes, and strategies for the complete processing of Planning Permissions, Wayleaves, private permits, Asset sharing, and TTROs.
* Identify all possible permits required for the deployment of a fibre network using available sources.
* Develop and maintain relationships with key stakeholders, including HA, LA, DNOs, local utility owners, and asset owners.
* Provide regular updates and conduct meetings with key stakeholders.
* Represent and promote the customer's interest and the public benefits of the project to obtain buy-in from key stakeholders.
* Report progress and possible blockages, and escalate if required.
* Ensure all permitting activities are submitted in accordance with National Conditions for Permit Schemes, Code of Practice of the New Roads and Streetworks Act 1991, and Traffic Management Act 2004.
* Organize and conduct site visits with the internal team and/or stakeholders.
* Ensure on-time delivery from the Engineering and Design team for required documentation.
* Track and report daily progress in relevant tools.
* Assure the quality of permits granted.
* Raise permits, including stop/starts notifications.
* Submit registrations to the Highways Authorities on Street Manager.
* Resolve permit queries with the Local Authority.
* Validate any variation or change in the deployment that impacts cost or schedule.
* Report any variation or change not already supported by an approved change.
* Identify, report, and monitor project risks within and outside the work domain.
* Implement cost control measures on work area.
* Produce ad-hoc reports as required by the Project.
Qualifications and Experience:
* Fluent in English language.
* 5+ years' experience and proven contacts in Local Authorities.
* Demonstrated experience in Wayleave and Planning processes.
* Knowledge of local regulations for civil works in UK.
* Solid knowledge of the New Roads and Streetworks (NRSWA) and Traffic Management Act (TMA).
* Leadership, Customer Focused, Communication skills, Negotiation skills, Planning Skills.
* Excellent oral and written communication/presentation skills.
* Previous experience on FTTx or other Utility projects in UK.
* Basic understanding of FTTx architecture and designs.
* Demonstrates initiative with regards to Problem Solving.
* Confident and natural communicator with an inspiring quality.
* Excellent IT skills, particularly in Excel and other Microsoft Office applications.
* Knowledge of Openreach PIA processes, procedures, and accreditation requirements.
* 5 years in the permitting areas for telco/utility projects.
* Extensive knowledge of UK Deployment Regulations.
