Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.
The Finance Transactions Strategy, Policy and Process Unit is responsible for developing strategies, policies and processes governing financial transactions; ensuring they remain fit for purpose and meet Home Office needs. This central expertise supports various business areas within the Department; delivering services to an ever-changing business and making the best use of technologies to drive continuous improvement and customer service excellence.
The purpose of this role is to support the Head of Debt Strategy to develop and manage a long-term debt strategy. The role also requires the post holder to ensure that the strategy is underpinned by effective and robust policy and guidance.
The Debt Strategy team is a small team that is responsible for managing the collection of outstanding debt and all Order to Cash processes for Home Office. The team manage collection of debt through 3rd parties ensuring external providers align and follow contractual requirements set out to them, whilst also seeking out ways in which processes and strategies can be improved for increased collection results. To ensure Government is aligned in their approach to debt collection, regular Cross-Government meetings are held which the team attend and contribute to confirm our policies are up to date.
As Order to Cash process owners the team liaise with the wider business where issues may arise that need to be resolved, as well as to identify and implement improvements that can be made to the process and guidance.
Due to the nature of the work, this role is full time only.
Occasional travel will be required to attend quarterly meetings with a supplier and other face to face meetings where required in various locations, possibly requiring overnight stays.
We are looking for a post-holder who has experience of developing self and teams with minimal supervision, strong organisational and time management skills, and model a keen sense of team spirit and interact in a way that brings out the best in others.
Responsibilities
You will be responsible for the following key tasks:
• Provide support for the effective management of debt and delivery of the Home Office debt strategy
• Seek out and contribute to the implementation of new initiatives for improving collection rates, and reducing the amount owed to the Department
• Manage the day-to-day relationships with business partners within the Debt Management contracts, Shared Services Connected Ltd (SSCL) and Cabinet Office to review process issues and implement continuous improvement
• Ensure that staff resources are used effectively and workloads managed
• Support performance, including identifying areas for improvement by using recognised continuous improvement principles
• Attend and contribute to regular internal and external meetings, including Cabinet Office and other government departments, and feedback to senior managers
• Deputise for the Head of Debt Strategy in their absence
The role may require the post holder to manage a team member(s) who carries out activities to meet service level agreements, whilst ensuring that corporate targets are delivered.
