The role of the Assistant Head Compliance & Customer Safety Reporting is to validate that the MOD estate meets statutory and mandatory standards, making it safe and fit for purpose. Will take the lead in coordinating safety and compliance investigations based on evidence and analysis to ensure contractors comply with their contractual obligations and deliver in a consistent manner across the whole estate. The compliance investigations will cover high risk areas such as Asbestos, Legionella, Gas, Electrical, DSEAR Management, Bulk Fuel Installations, MTFI, Environmental/Sustainability, etc. This role drives forward compliance recommendations in a coherent manner across Regional Delivery in order that a consistent delivery of service is experienced by the end user; and formulates strategies to continually improve and effectively manage and mitigate key compliance risks and issues across the estate. Deliver an annual programme of compliance investigations. This role has Line Management responsibilities for a team split across 2 locations: Whittington and Lisburn. Regular visits to the team in Northern Ireland are expected as part of the role. The role includes, but is not limited to, the following: Provide strategic direction to the team in order to deliver DIO outputs Provide largely independent leadership for the function and/or team Provide strong and visible leadership, promoting good working relationships within the team, the wider organisation, Top Level Budget holders (TLBs) and Suppliers. Responsible for successful safety programme management across area of responsibility including managing complex issues, co-ordination and risk management of the programme and dependencies through skilled stakeholder engagement. Manage resources and plans such that team/function can efficiently deliver required outputs, with particular reference to the production of options, value for money assessments and supporting forensic analysis. Responsible for negotiating and influencing across TLB, DIO and MOD branches where necessary to deal with complex and novel issues relating to safety programme delivery Support the delivery of the Asset Safety Improvement Plan (ASIP) owners and RD in management of risks and issues impacting delivery of safety improvements. Lead for the production and further development of the Asset Safety Report. Providing reporting and analysis of asset compliance and risk for each TLB and wider business areas. Responsible for performance management, considering analysis to provide improvement plans. Responsible for developing and maintaining the implementation of risk mitigation activities. Responsible for forming an intelligent understanding of safety and compliance in RD through data analysis and stakeholder engagement, both with a TLB focus and at a RD Regional level. Brief and attend meetings with Senior staffs as required. Chair and/or attend governance meetings, Working Groups, and Sub Working Groups. Provide briefing and analysis to Director of Regional Delivery for the Infrastructure Compliance Committee (ICC) meetings Responsible for developing and maintaining engagement with major function/team stakeholders relevant to the area of business in support of DIO delivery. Lead for the coordination, tracking and monitoring RDs response and progress against Safety Alerts. Monitor compliance and review major non-compliance with MOD and DIO policy, instructions and guidance, direct/take actions to improve compliance, operational efficiency and the policy framework, escalating significant risks and issues up the policy governance chain. Responsible for the delivery of assurance to meet contract compliance requirements, including support to or delivery of Integrated Compliance and Assurance Reviews (ICARs). Person specification The post holder will require the ability to understand technical information with the brevity to highlight succinctly the key points. They will be comfortable working under pressure in a flexible environment. They will have good sound judgement and know when to escalate risks. A self-starter who can work on their own and as part of a team under their own initiative. They will need to be IT savvy and comfortable working with Excel, PowerPoint and Projects. They need to have excellent communication skills and be able to build successful relationships quickly.
