Our officers are the eyes and ears of our community helping to improve traffic management and make for a safe and more pleasant environment in Cheshire West & Chester by performing the role of a Civil Enforcement Officer, ensuring Traffic Regulation Orders, parking regulations and restrictions on and off street are observed.
The role includes identifying parking infringements and responding accordingly, applying legislative provisions for the civil enforcement of parking contraventions; applying Council policy and following enforcement procedures. This includes issuing warning notices and penalty charge notices to motorists.
You will assist with approaches from members of the public responding politely and in a professional manner. Educate members of the community (including local businesses) and members of the public in order to help understanding of and to increase compliance with regulatory matters. Officers advise on parking matters including how formal complaints, informal representations and parking appeals can be made. You will ensure efficient and quality enforcement is carried out and are responsive to the changing needs of the community. You'll monitor and report on changes in parking patterns or motorists’ behaviour reporting back on views and concerns from members of the public.
Hourly Equivalent - £13.47 rising to £14.91 per hour

Our Civil Enforcement Officers (CEOs) are, first and foremost, a uniformed point of contact for visitors and residents. They act as ambassadors for the council and frequently help with directions to local landmarks, answering a wide range of questions about the local area, as well as providing advice to the public on parking queries.
You will provide outstanding customer care, within a high profile and vital council service that supports the day-to-day activities of all residents, businesses, and the thousands of daily visitors to our region and you will play a significant role in reducing traffic congestion and improving air quality through the enforcement of parking restrictions.
Some Of What You’ll Be Doing -
Undertaking patrols and inspections to enforce all "On" and "Off Street" parking offences
Maintaining appropriate records (currently by Handheld Device) and completing reports and responding and acting accordingly to Service Radio Messages as directed
Reporting and actioning offences in respect of Disabled Badge misuse and defects in Signs and Lines and other street furniture
Advising members of the public as required especially on minor parking enquiries and parking matters according to customer care and other policies and procedures.
Inspecting Pay and Display machines and verifying their functionality in accordance with Council Financial Regulations and policies and procedures and report any minor faults.
Issue PCNs to vehicles that are parked in contravention of the parking regulations
You Should Apply If -
You are friendly, polite, and willing to offer support, advice and assistance to colleagues and customers.
You should be physically fit and be able to walk as much as 10 miles per day whilst carrying approximately 8lb/4kg of equipment and be prepared to work in all weathers.
You’ll be able to accurately record and reproduce information in report form and using a Desktop computer, hand-held computer, or equivalent IT equipment
You can deal politely and tactfully with a wide range of people including members of the public who may be confrontational.
You can demonstrable ability to read and follow procedures and guidelines, establish facts, and take action within procedures.
You are comfortable using equipment such as: Hand-held computers, two-way radios, mobile phones, body worn video cameras, digital cameras and mobile ANPR cameras to record vehicles that are breaking parking regulations
