Job overview
Arden and GEM CSU is seeking a Program Manager with experience and capability to undertake data analysis to support programs. Please clearly evidence this within your application.
The post holder will support the Transformation Manager and the wider team to ensure that their workstream of programs are planned and managed effectively and will take the lead in assisting in their successful delivery:
* Manage and support a range of innovation projects across the portfolio, providing advice and proactive support.
* Lead on developing best practice approaches and rapid sharing of knowledge across the portfolio on ways of resolving critical common issues, providing a focus on innovation culture and learning for all teams engaged in innovation.
* Promote and provide internal and external information and guidance on how the CSU undertakes innovation and how to access innovation support, funding and what is expected throughout the stages and process of innovation.
* Provide a key contact point for training and education on innovation processes, maintaining and developing training materials, guidance and advice for all managers entering the innovation program.
* Liaise with appropriate functions within the CSU to ensure alignment and best practice processes are adopted.
* Support the management of an innovation program content management system to ensure information is properly managed and best practice is shared across the team.

Communication and Relationships
* The post holder will be required to maintain constructive relationships with a broad range of internal and external stakeholders.
* The post holder will take a lead in developing and maintaining information and guidance for existing and future users of the innovation program.
* Providing ongoing best practice procedures, innovation strategy implementation tools and advice to innovation leads and partners.
* Participate in relevant internal and external working groups/projects, services and initiatives to provide information and analytical advice and expertise.
* Develop and implement data collection systems that will provide accurate and timely data.
* Present information and issues, explaining highly complex issues, to a wide range of internal and external stakeholders.
* To liaise with other Managers to share best practice.

Detailed job description and main responsibilities
Financial and Physical Resources
* Provide regular reporting on the targeting of resources and monitoring their implementation from a value for money perspective.
* Provide oversight and monitoring of all aspects of Team budgets.
* Evaluate projects/functions within the identified portfolio for delivery against financial recovery/savings plans through providing sophisticated, high quality project analysis.
HR Responsibilities
* Take a lead in the coordination of training, development and recruitment activity across the Team.
* Manage staff, undertaking appraisals, recruitment including progressing any disciplinary or capability issues, as necessary.
Information Resources
* Devise and provide improvements to current management information, analysing, reporting and suggesting procedures to enhance decision making processes.
* Ensure timely and accurate information analysis and reporting to management on agreed areas of work.
Research and Development
* Contribute to the development of key performance indicators for the successful assessment of individual and workstream success.
* Delegate aspects of Research and Development activities, collating information, analysing and reporting findings.
Person specification
Education / Training / Qualifications
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in a specialist area.
* Post-graduate degree in Management Studies or equivalent.
* Evidence of continued professional development.
Experience
* Significant experience of successfully operating in a politically sensitive environment.
* Demonstrated experience of coordinating projects in complex and challenging environments.
* Experience of managing risks and reporting.
* Experience of drafting briefing papers and correspondence at SMT level.
* Experience of creating and giving presentations to a varied group of internal and external stakeholders.
* Experience of setting up and implementing internal processes and procedures.
* Experience of managing a team without direct line management.
* Experience of monitoring budgets and business planning processes.
* Demonstrated experience in a Healthcare environment.
