Brief Description
The Network Output Integration team provides expert advice to help make sure that future railway configuration states are complete and efficient without gaps, clashes, or mis-timings, and take advantage of synergy opportunities. We support Eastern Region and the wider North of England. We are currently supporting the substantial investments being made in TRU, Manchester, Leeds, Sheffield, and traction power, and – based upon our success in adding value – we need to expand our work to include the ECML, East West Rail, freight from east coast ports, and other important outputs.
We are seeking a programme integration manager to carry out probing system analysis and advise on efficient investment strategies across Eastern Region. This is an influential role that will guide Network Rail and the DfT (and soon GBR) at senior levels in making informed investment decisions. The successful candidate will be curious, confident, able to work independently with initiative, collaborative, a good communicator, willing to constructively challenge others, broad thinking whilst cognisant of detail, and with a strong understanding of how the railway system operates.
As well as gathering data, carrying out analysis, and providing advice, the successful applicant will be expected to report findings to and support relevant governance forums.
The role can be based anywhere on Eastern Region, with travel to York required (subject to reasonable adjustments) at least monthly. Our current team members are based at York, Shipley, Derby, and London.

About the role (External)
Key Accountabilities -
1.Prepare and contribute to the maintenance of specifications and success criteria for the project/programme, identifying outputs from internal and external stakeholders and clients, and defining the requirements needed to meet the long term needs of the railway.
2.Contribute to the formulation of strategies to facilitate integration planning (technical, operational and commercial), considering existing network capability, contractual & regulatory obligations, and consider the implications of expected future requirements of the network.
3.Develop interface plans, which are consistent with other industry plans, including franchise and rolling stock specifications, and Network Rail's business plan. Consult these plans internally as required and to keep them up to date.
4.Specify and provide sponsorship for the development and delivery of a programme of change projects in compliance with company processes and procedures. Produce project management plans and strategies for benefits realisation.
5.Plan and implement stage gate reviews for relevant projects as stipulated in corporate governance, complying with the requirements of the Investment Regulations and the Governance for Railway Investment Projects (GRIP) and assessing delivery of project outputs
6.Manage project requirements and propose solutions regarding cost, time and scope to seek delivery of outputs and realisation of benefits in a way which maximises value to the network as a whole. Use innovation and efficiency improvement tools.
7.Establish and support collaborative cross-functional and cross-industry teams to deliver the projects, where appropriate.
8.Prepare regular progress reports on the programme of projects, including relevant risks and issues, to Executive Sponsors and Functional Directors.
9.Forecast and maintain expenditure within agreed project budgets seeking to achieve agreed targets.
10.Prepare industry plans as appropriate to demonstrate alignment of industry activities to achieve project and service change milestones.
Essential
·Experience of leading and managing the development and delivery of complex infrastructure programmes
·Excellent communication and presentation skills
·Knowledge of rail industry structure, regulation and commercial framework
·Experience of negotiating with internal and external stakeholders at senior level to achieve project or company objectivesExperience in the use of technical, safety and performance standards including GRIP
·Qualified to degree level or equivalent
Desirable
·Experience in the design and integration of complex engineering and/or operational systems
·An understanding of railway safety management systems and risk assessment techniques
·MBA or other related postgraduate qualification
·Member of recognised Railway Engineering or Operations institution, or Chartered Engineer
·Experience with software that supports presentation of information such as Power BI or Visio
