About the Role
We are seeking an experienced Lead Systems Engineering Programme Manager to lead the TIQUILA Capability Integration Cycle (CIC) with 75% focus on engineering leadership, 15% on programme management, and 10% on team leadership. This role involves engaging with the Ministry of Defence (MOD) and end users to identify and implement cutting-edge technologies, ensuring the TIQUILA programme remains ahead of evolving threats.
Key Responsibilities:
1. Engineering Leadership:Oversee the end-to-end engineering process for the CIC, from concept to deployment, ensuring all technical, cost, and schedule requirements are met.Direct cross-border and cross-organisational collaboration, working with MOD, Lockheed Martin, and global partners to integrate innovative solutions.Lead technical forecasting and horizon scanning, anticipating future threats and ensuring the CIC adopts the most effective technologies in UXS, cyber, and electronic warfare.Conduct market surveys and analyses to propose solutions that offer the best value for money while fulfilling capability gaps.
2. Programme Management:Manage the strategic direction of the CIC, aligning with UK Government and MOD goals to maximise scope and deliver high-impact results.Oversee technical planning, system integration, verification, validation, and risk management to ensure the CIC’s success.Ensure the CIC meets all contractual obligations, driving continuous improvement through lean principles and gainshare methodologies.
3. Team Leadership:Build and lead a diverse, high-performing team, ensuring the CIC is appropriately resourced and that staff are motivated and aligned with programme objectives.Foster strong, enduring relationships across Lockheed Martin, MOD, and other key stakeholders, ensuring effective communication and collaboration.Act as a mentor and advisor to team members, providing guidance on conflict resolution and driving creative solutions to complex challenges.
4. Stakeholder Engagement:Maintain and expand a mature network within MOD and global partners, leveraging these relationships to accelerate the CIC’s delivery and impact.Lead briefings and technical meetings with internal and external stakeholders, ensuring alignment on goals, progress, and strategic direction.Act as the primary point of contact for MOD and end users, ensuring their needs are understood and met through the CIC’s activities.
5. Strategic Innovation:Drive the development of new capabilities that address emerging threats, ensuring the TIQUILA programme remains at the forefront of defence technology.Align CIC activities with broader Lockheed Martin and UK Government aspirations, finding the balance between capability and cost constraints.Transition successful CIC projects into deployed and supported core capabilities, ensuring long-term sustainability and effectiveness.
*Must be able to obtain Developed Vetting (DV) clearance.
*Moderate travel within the UK and overseas required.
Required skills, qualifications and experience
6. Extensive experience in leading complex engineering programmes, particularly within MOD or similar defence environments.
7. Proven track record in technology insertion, system integration, and managing large-scale, cross-functional teams.
8. In-depth understanding of MOD processes, military UAS programmes, and regulatory standards.
9. Strong analytical, strategic thinking, and communication skills, with the ability to lead and inspire teams.
