Role Summary: This role will be responsible for providing economic advice and analysis to support the development of a Nationally Significant Infrastructure Project. The post holder will be required to work across the analytical team. Typical work will include developing the company’s economic models, conducting analysis of the wider impacts of the project, delivering evaluation projects and drafting of robust business cases. This will help to shape decision making as the project progresses. Function: The Strategy, Sponsorship and External Affairs function is accountable for defining what EWR Co. is, and the impact it will deliver. It is accountable for securing the required approvals to deliver the scheme, being the custodian of the DCO submission, including statutory consultation, and building a compelling business case. It will hold design and delivery to account to create an asset which will realises the economic benefits. Key Responsibilities Lead economic evaluation of the project to provide an understanding of the impacts of the EWR project. Lead the team’s work in relation to social value, benefits realisation and distributional impacts. Support the senior economist in delivering and maintaining an assessment of wider impacts of the project. Support the preparation of the Financial Case (including drafting), collating information and data obtained across different EWR teams. Ensure related guidance is followed. Work in a flexible and cross cutting way across the team’s portfolio of analytical and strategic work. Collaborate with teams across EWR Co and wider government and non-government stakeholders. Co-ordinate analytical requests from DfT with external consultants (when applicable) and/or undertake analysis internally, by creating Excel-based models, run the analysis and prepare outputs for sharing across different teams. Prepare comprehensive reports and presentations, highlighting key findings and recommendations. Develop and maintain transport-related economic models to support investment decisions and funding applications. Take responsibility of your own and others’ health and safety by adopting and working to the EWR Co Health and Safety principles. Demonstrates a cost-conscious mindset, keeping taxpayers’ money at the forefront of decisions. Skills, Knowledge and Expertise Experience of economic evaluation related to large and complex projects. Proven experience in transport economics, with experience in economic analysis and modelling within the transportation sector. Expertise in developing economic models to inform investment decisions. Strong analytical skills with an emphasis upon accuracy in delivering analysis at pace. Ability to communicate complex economic concepts to nontechnical stakeholders effectively. Strong communication skills, including written drafting skills; particularly in the context of drafting publication standard documents and briefing of senior officials. Ability to work proactively, independently and drive work forward at pace to ensure delivery to time and standard. Solid understanding of the Economic Appraisal and evaluation, including Knowledge of the HM Treasury’s Green and Magenta Books. Strong skills in Microsoft applications including Excel, Word and PowerPoint. Experience of Economic modelling in a transport context is desirable.
