Job overview
An exciting opportunity has arisen for a Senior Commissioning Manager in Planned Care at Northamptonshire Integrated Care Board (ICB). The role will work as part of the Transformation Delivery Directorate and the wider Elective Care System. As an experienced manager with a demonstrable commissioning background in health or a local authority, the post holder will be responsible for commissioning integrated services based on best evidence, transforming pathways of care whilst offering the best value for money.
Working in partnership with stakeholders, the post holder will design, develop, and deliver transformation programmes and ensure planned related priorities and outcomes are achieved. This includes financial, stakeholder and programme management across planned care services and a key delivery role within the Planned Care Programme.
The Northamptonshire Planned Care programme has a portfolio of large-scale, complex transformation programmes with a view to improving health outcomes within Planned Care and the quality and productivity of the services we commission.
Main duties of the job
As our Senior Commissioning Manager you will:
* be responsible for planning, managing, and leading strategic delivery of the specific portfolios of work that span Northamptonshire ICB priorities.
* have internal responsibility for the elective care programme and system elective care transformation priorities, working with urgent care and primary care commissioners as required.
* be required to have extensive liaison and interaction within the organisation, with other health and social care partners, and key stakeholders including the public, to maximise programme and project delivery.
* lead and facilitate strategic planning discussions and advise/support colleagues as to how best practise might be locally developed and adopted within the definition, as well as oversee initial delivery against defined health outcomes.

The successful applicant will be a part of the ICB Chief Operating Officer's (COO) portfolio. Accountability for elective care sits with the Director of Integration with line management provided by the Head of Programme Delivery.
Detailed job description and main responsibilities
* As a senior transformation lead working internally and externally to deliver projects, programmes, initiatives and services to time and in a cost-effective way.
* To lead system change programmes for end to end pathways.
* To support the identification and sharing of best practice in transformation to support service improvement.
* To operate in a highly political and sensitive environment.
* Support the portfolio of programmes/projects in demonstrating value for money tracking, managing and delivering agreed benefits.
* Provide specialist advice and prepare strategic reports and briefings for directors and stakeholders.
* In depth analysis, interpretation, and production of complex and multiple reports.
* Determine the strategic commissioning and planning of directorate projects, identifying interdependencies across projects, programmes and functions.
* Provide commissioning expertise to system priority work.
* Determine the development of performance and governance strategies and the development and implementation of improvement programmes.
* Determine short-, medium- and long-term business plans, achieving population-based quality outcomes.
Person specification
Your Qualifications
* Educated to masters level or equivalent level of experience of working at a senior level in specialist area.
* Degree level qualification plus further professional or work-based training, or equivalent work gained knowledge and experience.
Your Experience
* Extensive knowledge of specialist areas, acquired through postgraduate diploma or equivalent experience or training plus further specialist knowledge or experience to masters level equivalent.
* Have experience of elective commissioning and healthcare management at a senior level.
Your knowledge and understanding
* Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this or engagement and delivery.
* Have an understanding of the move to ICB, strategic commissioning and system collaboratives.
* Ability to identify risks, anticipate issues, create solutions and to resolve problems in relation to projects or service delivery.
* Ability to understand a broad range of complex information quickly and make decisions where opinions differ or there is no obvious solution.
Your skills and ability
* Developed communication skills for delivering key messages to a wide range of stakeholders both internal and external, including outside of the NHS, to the organisation at very senior level.
* Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
* Ability to use informed persuasion to influence others.
* Evidence of planning and delivering programmes and projects and services on time.
* Working to tight and often challenging time scales. Interpreting national policy for implementation.
Please note, there is a requirement for all positions at Bands 8b and above to be part of an On Call rota.
All new entrants to the ICB for a permanent position will be subject to a 6 month probationary period. For new entrants appointed on a fixed-term basis, the probationary period is between 1 and 6 months.
