Fawkes and Reece are looking for x4 Tactical Planners for a January start.
To provide development, tendering and construction planning expertise for Electricity Transmission projects in either an Assurance or Tactical Planning capacity. Consistent application of planning related process to ensure there is a consistent approach with reliable outputs to enable data capture and performance reporting. Provide planning expertise on all end-to-end processes, including critical path and total float analysis, earned value management techniques, leading indicators for risk mitigation to ensure the successful delivery to time, and better than allowances. Provide the Project Manager with programme compliance to the contract with regards to insights as well as opportunities with recommendations following month end analysis that assist timely decisions for corrective action. Oversee and complete the analysis of planning variances identified during design via trackers and delivery via site visits and presenting an assessment of the contractor performance against planned work to provide the project manager with information that may be required to improve delivery performance.
Duties:
1. Engage with key stakeholders to establish timelines for production of quality assured and cost loaded, outturned deliverable programmes for sanction, that meet the capital plan year on year.
2. Support the Contracts team specialists to consistently evaluate tender returns within procurement guidelines and demonstrate that the contractor has understood its obligation to provide the works.
3. Own all aspects of the planning process from the integrated programme, the critical paths, scenario mapping, national grid programmes and the contractor programmes.
4. During delivery support the Project Manager to certify that all subsequent contractor programmes are compliant to the NEC and works information.
5. Ensure compliance with cost loading of programmes, as applicable, in line with the latest WBS structure and appropriate level cost capture and earned value to enable unit cost reporting.
6. Monthly contractor programme analysis and feedback to Project Manager including update on run rates, schedule risks and mitigation measures / opportunities.
7. Consistently apply all planning, cost loading and earned value principles in line with National Grid agreed processes to enable consistent and accurate data capture and reporting.
8. Maintain a consistent project baseline to measure performance.
9. Carry out impact assessments of early warnings or change events either from our supply chain or Project Manager.
10. Assess and validate supply chain progress during design and attend site during delivery to confirm construction progress.
11. Support the Delivery Teams with Ofgem re-openers and/or regulatory reporting.
12. Represent National Grid whilst engaging with contractor planning resource to complete month end reporting routines, and liaise with stakeholders to raise exceptions early to enable corrective actions, as well as share good practices.
13. Continuously review and improve processes by raising innovative solutions to drive value and establish best practice planning and control.
Candidate requirements:
1. Effective stakeholder engagement skills.
2. Carried out client programme development for initial project phases.
3. Evaluated tender programmes for compliance to NEC clauses for Planning and Early Warning.
4. Experience in delivery of projects during construction during civils installation.
5. Advanced knowledge of P6 or equivalent planning tool.
6. Skilled capability to assess change and impact assessment on time risk allowance and forensic analysis.
7. Advanced understanding of the key NEC clauses for Planning and Early Warning.
8. Competent in WBS Cost Management and cost loaded programme management.
