Digital Transformation Senior Information Manager
The main purpose of the Digital Transformation Senior Information Manager is multifaceted, combining strategic and operational work. Strategically leading on enhancing data and the accessibility of our work. Operationally leading on reporting and providing analytics to the primary care team to support a data-driven organisation and decision-making. Proficiency in SYSTM1 and EMIS with technical skills in SQL and Excel to support primary care.
Main Duties of the Job
The post holder is expected to support the analytics lead in delivering the primary care analytics asks of the sector and the various stakeholders across the ICB and ICS. The senior information manager will have a strategic focus that supports the analytics lead in implementing advanced data analytics methodologies for actionable insights, fostering a data-driven culture among the team, with the aim of optimising operations and decision-making processes within Primary Care.
This role will assess the information needs of primary care and ensure reporting/analytics systems are established to meet those needs. It is essential to engage and influence key stakeholders across the ICS, including provider teams.
Additionally, the Digital Transformation Senior Manager will have an operational focus, which will require proficiency in primary care clinical systems, specifically SYSTM1 and EMIS, and advanced skills in the MS Office package, particularly Excel, Access, and SQL. Intermediate experience with SQL Server tools, including SSIS and T-SQL, is also required. Competence in utilising Business Intelligence tools, particularly Tableau reporting, is essential.
The post holder will need to be the local Information Subject Matter Expert on:
* Primary care data
* Primary care enhanced service specification reporting
* NHS datasets including reference datasets such as ICD10, OPCS and SNOMED codes
* ICB/ICS led pathway initiatives
* Transformation analytics
Job Responsibilities

Strategic Focus
* Support the Analytics lead in implementing advanced data analytics methodologies for actionable insights, fostering a data-driven culture among the team, with the aim of optimising operations and decision-making processes within primary care.
* Assess the information needs of primary care and ensure reporting/analytics systems are established to meet those needs.
* Engage and influence key stakeholders across the ICS, including provider teams, local authorities, voluntary sector organisations, public health teams, and academic organisations.
Operational Focus
* Proficient in primary care clinical systems, specifically SYSTM1 and EMIS.
* Possesses advanced skills in the MS Office package, with expertise in Excel, Access, and SQL.
* Intermediate experience with SQL Server tools, including SSIS and T-SQL.
* Competence in utilising Business Intelligence tools, particularly Tableau reporting.
* Utilises Statistical Process Charts when appropriate for analysis and understanding.
* Understanding and application of statistical modelling and forecasting tools.
* Develops and monitors metrics for various use cases, including operational, inequalities, and performance metrics.
* Ensures the development and quality assurance of data from SYSTM1 and EMIS for reporting purposes.
* Supports the prioritisation and coordination of requests from diverse stakeholders, providing timely updates on progress.
* Analyse complex data and effectively communicate findings to senior managers within the NHS.
* Provide detailed information and advice to influence organisational policy and decision-making in areas such as Local Delivery Plans, Performance Management, Benchmarking, and Contractual Agreements.
* Lead the implementation of population health analytics strategies, leveraging data management and WSIC (Whole System Integrated Care) to provide crucial insights for informed decision-making and targeted interventions for areas of inequality.
* Undertake ad-hoc analysis of highly complex and varied datasets upon request from service managers, often with little prior warning, under pressure to tight deadlines.
* Responsible for the establishment of systems for the collection of data to support the priorities and programmes.
Person Specification
Qualifications
* Educated to master's level or equivalent level of experience of working at a senior level in a specialist area.
* Extensive knowledge of specialist areas, acquired through postgraduate diploma or equivalent experience or training plus further specialist knowledge or experience to master's level equivalent.
Experience
* Requires in-depth knowledge and experience of running Systm1/EMIS searches.
* Develop, manage and maintain the primary care enhanced service reporting for the sector.
* Requires in-depth knowledge and understanding of NHS information.
* Excellent knowledge of statistical concepts and techniques.
* Knowledge and understanding of information governance processes.
* Ability to write SQL and VBA to extract data from databases and produce analytics as required by stakeholders.
* Ability to scope requirements for analytics in discussion with stakeholders.
* Ability to highlight key messages and areas of focus from analysis to support stakeholders' focus on key issues.
* Demonstrable experience and knowledge of NHS datasets.
* Experience of interpreting guidance and delivering analysis accordingly.
* Knowledge and experience of developing and delivering Tableau dashboards and BI dashboards.
* Experience of undertaking research on enhancing analytics and horizon scanning for new opportunities.
* Substantial experience in acting as a lead analyst for a portfolio within a customer-focused organisation.
* Excellent understanding of NHS provider flows, data management processes and information systems.
* Ability to generate and communicate clearly complex statistical information to people at all levels in the organisation.
* Ability to generate complex analysis like demand and capacity analysis, needs analysis, geo-spatial analysis and regression analysis.
* In-depth knowledge of SNOMED CT coding.
* Experience of developing databases, manipulating and interpreting data.
