Job description Working in the Office for National Statistics (ONS) Property Services Division, this visible, fast moving, dynamic role principally ensures that offices the UK Statistics Authority (UKSA) occupies across the UK are safe, secure and support our hybrid ways of working. With a challenging role that is based in Manchester, the post holder will be responsible for delivering facilities, workplace and concierge services to UKSA (OSR and ONS) colleagues. In this role you will be the ONS Intelligent Client for the office, building relationships with the landlord and facilities management (FM) provider. You will ensure that the landlord and Facilities Management provider comply with their obligations. The post holder will be part of Property Services within People and Business Services, you will report to the ONS Senior Facilities Manager who is responsible for managing the UKSAs Newport office. In this role you will be based at our Manchester office, 1st floor Heron House, Albert Square, Manchester, M2 5EA. The UKSA operates a required office attendance of 40% but due to the requirements of the role, the post holder will be expected to work at Manchester for a minimum of 3 days a week (or 60% pro rata). Responsibilities: Provide a regular and visible presence at the office ensuring the delivery of best quality workplace services and excellent customer communications to UKSA occupiers of Manchester, and build working relationships with senior ONS leadership team and the Head of Site. Act as an escalation point for issues raised at Lincoln square and troubleshoot operations / service delivery issues from the landlord. As an H&S practitioner, working with the ONS Head of H&S Policy, the post holder will be responsible for: - ensuring the Manchester FM provider and landlord meets its statutory obligations to occupiers of the building and supporting UKSA colleagues working at Manchester; - investigating and managing incidents and accidents through to resolution, maintaining the associated records, being the liaison point for all H&S matters for the location; - maintain records for the completion of the Fire and incident emergency evacuation and First Aid training requirements for the location; - contribute to ONS H&S compliance reports and other H&S matters, as required, in liaison with the wider ONS H&S team. Workplace Services Management and key relationship management with UKSA colleagues, and their workplace service suppliers, providing clear communication to office users regarding UKSA ways of working. Key member of the Incident Response Team during site emergencies. Ensure satisfactory provision of landlord facility and workplace services to tenants and site sharers, in accordance with interdepartmental agreements. Maintain standardised services and policies across all sites through regular engagement with other ONS Facilities and Workplace Managers. Supporting the wider Property Services team by acting as a devolved purchasing officer, purchasing ad hoc goods and services up to the value of £10,000 and maintaining associated finance management tools (excel). This role aligns to the Workplace Management section at practitioner level on page 66 of the Government Property Agency framework Person specification Essential Criteria Experience of providing a visible presence by ensuring the best quality service and excellent customer communications. Clear demonstration of FM skills in both meeting customer needs and managing supplier relationships. Understanding of workplace analytics and data and the ability to translate it into insights when making decisions about the workplace. Understanding to enable compliance with statutory, regulatory and professional requirements. Some commercial experience gained within a property, facilities management or similar function. Experience of monitoring of landlord and supplier performance indicators. Qualifications This post is part of the UK Government Property Profession and a facilities management qualification such as Institute of Workplace and Facilities Management (IWFM) Member grade must be held.
