Under the direction of an administrator or manager, plans, organizes, controls, and directs the operations of the District’s accounting and fiscal affairs; ensures fiscal integrity of the District’s financial records; supervises Business Office operations, including cash receipts, disbursements, payroll, and general ledger entries; supervises and evaluates the performance of assigned personnel.
Key Duties & Responsibilities
The following duties are typical for this classification. Incumbents may not perform all of the listed duties and / or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Essential responsibilities are designated by
1. Plans, organizes, controls, and directs the operations of the District’s accounting and fiscal affairs; ensures fiscal integrity of District financial records.
2. Supervises Business Office operations, including cash receipts, disbursements, payroll, and general ledger entries.
3. Supervises and evaluates the performance of assigned staff; interviews and selects employees; recommends transfers, reassignment, termination, and disciplinary actions in accordance with the collective bargaining unit.
4. Maintains department processes to comply with generally accepted accounting principles and all applicable local, state, and federal laws; analyzes and authorizes expenditures and fiscal activities as required.
5. Collaborates with budget and grant managers, area directors, and administrators to increase understanding of financial information related to their areas of budgetary controls.
6. Develops and prepares the annual preliminary budget for the Business Office; analyzes and reviews budgetary and financial data; controls and authorizes expenditures in accordance with established limitations.
7. Provides technical expertise, information, and assistance to the Vice President of Administrative Services regarding assigned functions; assists in the formulation and development of policies, procedures, and programs.
8. Communicates with other administrators, personnel, and outside agencies and organizations to coordinate activities and programs; resolves issues, conflicts, and exchanges information; serves as liaison with the Board of Trustees’ external auditors.
9. Maintains a computer network-based system of funds and accounts in accordance with generally accepted accounting principles (GAAP) and applicable local, state, and federal laws.
10. Coordinates with county offices, banks, and relevant state and federal agencies to control cash flow and maintain proper fund balances.
11. Plans, organizes, and implements long and short-term programs and activities designed to develop assigned programs and services.
12. Directs the generation, creation, preparation, and maintenance of a variety of narrative, statistical, standard, and ad-hoc reports.
13. Records and maintains files of appropriate documents and schedules related to the area of assignment.
14. Oversees and audits reconciliations for county-held accounts and various bank-held accounts; serves as liaison with county auditor and treasury offices.
15. Analyzes accounting data and prepares or coordinates the preparation and dissemination of financial statements and reports for internal and external purposes; prepares, gathers, compiles, and retains required documents for financial reports, audits, and preliminary and final budgets.
16. Operates a computer and assigned software programs, applications, and databases; operates other office equipment as assigned.
17. Attends, participates, and / or conducts a variety of meetings as assigned.
18. May drive a vehicle to conduct work as assigned.
19. Performs related duties that support the overall objective of the position.
Minimum Qualifications
Bachelor's Degree in Business, Accounting, or related discipline; AND
* Five (5) years of increasingly responsible public accounting and auditing experience including some supervisory experience;
Any combination of education and experience which would provide the required qualifications for the position.

While performing the duties of this classification, employees are regularly required to sit or stand for extended periods of time; talk or hear in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms; bend at the waist, kneel, or crouch to file materials. Specific vision abilities required by this job include close vision, ability to distinguish basic shades and colors, and the ability to adjust focus. Employees are frequently required to walk and stand and occasionally lift up to 25 pounds.
Mental Demands
While performing the duties of this classification, incumbents are regularly required to use written and oral communication skills; read and interpret data, information, and documents; use math and mathematical reasoning; analyze and solve problems; learn and apply new information and skills; perform highly detailed work under changing intensive deadlines on multiple concurrent tasks; and interact with District administration, management, staff, students, vendors, the public, elected officials, and others encountered in the course of work, some of whom may be dissatisfied or disruptive.

The College and Community
College of the Siskiyous, founded in 1957, is in Weed and Yreka in Siskiyou County with an enrollment of approximately 3,000 students. The main campus is located in the historic lumber town of Weed, California, at the base of 14,162 foot snow-capped Mt. Shasta. A campus center is located in the City of Yreka. The main campus, accessible from Interstate 5 and Highway 97, is 60 miles south of the Oregon border. Both locations feature state-of-the-art facilities, an exceptional setting for learning, and quality instruction in a caring atmosphere. The communities of Siskiyou County feature festivals, carnivals, concerts, art galleries and live theater.

Selection Process
After the preliminary screening, selected candidates will be invited to the campus for an initial interview with the Search Committee. Videoconference interviews (in lieu of an in-person initial interview) will be offered. Candidates to be interviewed will be selected from applicants who most closely meet the minimum and desired qualifications. Meeting the minimum qualifications does not guarantee an interview. The Search Committee will recommend finalists to the Superintendent / President for a final interview.
