The Role:
Hampshire County Council’s Streetworks Team have a permit scheme to manage the coordination of activities on the highway. Our focus is to coordinate all activities on the public highway, enforce legislation relating to utility company works, protect the highway infrastructure and minimise traffic congestion.
This is an exciting opportunity for an enthusiastic Streetworks Support Officer based in the centre of Winchester (Hybrid working available) to support the Streetworks team and the wider Universal Services Department.
The primary focus of this role is to provide administrative and technical support to the Streetworks team and engage with key stakeholder to minimise traffic disruption from highway activities. This role will inclue:
• Write, respond and engage with members of public, Councillors, Members of Parliament, freedom of information requests and other key stakeholders
• Manage information on Streetworks related webpages
• Maintain and develop a Sharepoint site as a central knowledge HUB for internal members of staff
• Develop and update key process & guidance documents
• Delivering excellent customer services through continuous improvements
• Monitoring the performance of work promoters on the highway and issuing financial penalties where appropriate
• Assist the Streetworks Manager, Traffic Manager and Enforcement Manager on projects
• Effective workload management across a diverse range of tasks, mailboxes and processes
• Developing relationships to support delivery with a range of key stakeholders both internally and externally
• Oversee development and implementation of a communications strategy for all relevant stakeholders and customers
• Assist the Streetworks team through customer service, outgoing communications and attending meetings/minute taking

Excellent interpersonal skills are crucial to help you develop highly effective working relationships with staff, managers, councillors and customers at all levels.
You will be a confident team player with the ability to think creatively and offer solutions to meet ever changing business needs. With a positive attitude, you will challenge existing ways of working to improve current systems and processes. The abilities to work under pressure and manage a busy workload are essential.
You will need to have excellent communication and organisational skills, be IT literate in Microsoft Office packages, have a flexible attitude with a calm approach, appreciate and understand the need for confidentiality and be able to deal with people at all levels. Being proactive and engaging in this role is key.
This is a challenging role providing both project and technical administrative support to the Service. Maintaining a strong customer focus and appetite for continuous improvement, your strong practical administration skills will deliver and coordinate an excellent service.
