Job Summary:
CCAB Professionally qualified accountant with significant post qualification experience. Evidence of Continuing Professional Development.
Qualifications and Experience:
1. Extensive NHS finance experience with significant experience at a senior management level within the NHS or equivalent body.
2. Specialist expertise and experience of the NHS costing & commissioning processes and systems.
3. In-depth knowledge of financial and accounting procedures, financial aspects of NHS legislation and NHS finance policies.
4. Specialist knowledge and experience of financial management and business and strategic planning.
5. Experience of negotiating and dealing with difficult situations of conflict.
6. A proven track record of dealing with highly complicated situations and the delivery of challenging corporate objectives.
7. Significant managerial experience of managing people and staff.
8. Experience of working within a highly complex and politically sensitive organisation.
9. Evidence of successfully influencing senior clinicians and other professionals and working with a multi-disciplinary team.
10. Excellent interpersonal, communication and presentation skills.
11. Highly developed analytical, interpretational and comparative skills capable of dealing with highly complex and sensitive information to support rational decision making.
12. Staff management and leadership skills.
13. Ability to work autonomously and equally effectively as part of a multi-disciplinary team.
14. Demonstrable ability to work on multiple complex tasks simultaneously and produce high quality work within tight deadlines and within resource constraints.
15. IT literate with practical computer application skills covering Microsoft products including advanced level of Excel spreadsheets.
16. Demonstrable project management skills including work planning, organisation and prioritisation.
17. Demonstrable negotiating skills and management of conflict.
18. Ability to think innovatively and develop new ways of working, continuously striving to improve systems and performance.
19. Specialist in-depth knowledge of NHS finance regime, Responsible Commissioner guidance in the 4 home countries of the UK, Cross Border Protocols, IPFR Regulations, EEA Regulations, NHS Financial Management and Business Planning, NHS Capital Investment procedures, NHS Current Developments & Strategies, NHS Costing Guidance & Methodologies, NHS Commissioning arrangements, NHS Data definitions, and relevant WG and DoH guidance.
20. Ability to interpret and apply Financial Reporting Standards & Generally Accepted Accounting Principles.
