TRU require a Head of Construction Delivery (HOCD) to lead on Construction Quality across the entirety of the TRU Programme. The role reports into the TRU Chief Engineer, within a wider team comprising of the Principal Engineers group, The Technical System Integration team and a Head of Innovation. The team provides functional leadership across these subject areas, enabling the Chief Engineer to discharge their role on the TRU Executive.
With TRU moving into a period of peak construction intensity, this role will be critical in making the programme a success through delivering a high-quality product, in reducing rework, in providing confidence to our stakeholders, and in maximising value from our supply chain partners. This will be achieved through the successful candidate leading change programmes on process, systems and culture along with providing level 2 assurance.
The successful candidate will have experience leading change programmes, construction on major programmes, and strengths in team working, systems, communication and collaboration, an ability to present confidently to senior stakeholders and produce high quality reports. An affinity for measuring performance and continuous improvement. They will need to be adaptable to a dynamic environment, with an ability to maintain a long-term strategic view whilst also being reactive to emerging priorities. They will need to work independently but also understand when to share information and consult to make positive change.
The position is offered either as a permanent contract or a 12-month secondment.
About the role (External)
Some of the key accountabilities of this role are:
1. Act as the functional and profession leader for the programme.
2. Programme-wide lessons learnt, best practice, innovation sharing.
3. Leadership on Construction Quality, including the Construction Quality Leadership Group and implementation of change programmes.
4. Functional leadership and oversight of NR construction resource deployed into the delivery teams.
5. Own relationships with senior supplier construction leads across the programme.
6. Construction discipline standards briefing and impact assessment.
7. Review and continually improve a range of metrics to enable a robust understanding of construction performance and implement remedial action where required.
8. Ownership and continuous improvement of the team structure and functional processes including construction related elements of the ECMP.
9. Lead the strategic development and implementation of IT systems to support construction quality.
10. Lead the TRU completions process from a technical perspective.
11. Develop and manage an effective partnering culture with the Capital Delivery supply chain to check assurance activities undertaken by external partners in line with Network Rail's Health Safety Management System.
12. Lead on behalf of the Network Rail Commercial team and the employers representatives to hold supply chain to account with regards to safety and quality, taking action where required.
13. Promote professional development of individuals and the profession. Establish and maintain development plans that continuously improve the competence of staff in line with the core services provided by construction management, assure competencies are maintained against agreed role profiles and manage the competency gap.
14. Develop and implement an assurance regime at Level 2 to support the right first-time delivery of works, which confirms that quality processes within the delivery function are being maintained, including a consistent application of verification, testing and commissioning procedures.
15. Own and lead the construction management resource planning processes across TRU.
16. Advocate and promote continuous improvement and learning across the function by capturing, reviewing new and innovative construction techniques, materials, and products, and create communities of best practice both internally and externally with the supply chain and industry national forums, promoting lessons learnt regionally and nationally in the pursuit of efficiencies.
17. Lead the technical briefing process for construction management staff for TRU to maintain their competency and capability.
Minimum Requirements:
* Member of a relevant professional body with chartered status or working towards gaining chartered status.
* Educated to degree level or equivalent relevant experience.
* Relevant successful experience in Construction Management within complex construction and engineering industries.
* Comprehensive understanding of the Construction, Design and Management Regulations and the Health and Safety at Work Act.
* Knowledge of the principles of Health & Safety, quality and environment legislation and best practice within the construction environment.
* Excellent interpersonal skills including highly effective written and verbal communication with the ability to communicate and present at all levels.
* Experience of leadership and behavioural change within a large organisation.
* Significant experience of supplier relationship management.
It would be advantageous if you have:
* Relevant experience in the successful management of major programmes of work in the rail industry.
* Experience working in an Alliance or demonstrating collaborative behaviours.

Salary: £85,395 to £97,991 per annum
