Purpose
* To ensure high level site manufacturing plans are in place, managed and adapted to deliver finished product to satisfy customer orders.
* Use of established Sales and Operations Planning (S&OP) and / or Integrated Business Planning (IBP) techniques to manage business requirements.
* To ensure chemical procurement plans are in place, managed and adapted to provide chemical raw materials and packaging, when required, by the manufacturing team.
* To ensure chemical procurement is performed to professional standards to ensure that competitive prices are obtained via transparent tendering processes.
Main Tasks and Responsibilities
Key Accountabilities
* Management of the Planning and Chemical Procurement Team.
* Manage performance, development and training processes to ensure team competencies and capabilities match business requirements.
* Delivery of raw materials and packaging, on time and in full.
* Procurement of raw materials and packaging to on, or preferably below, budget prices.
* Adherence to departmental fixed cost budget.
* Day to day responsibility for supplier negotiations with respect to, for example: Terms and Conditions; Delivery Times; International Commercial Terms (INCO) Terms, etc..
* Manage cashflow and buffer / safety stocks to ensure no stock-outs or over-stocks.
* Oversee Chemical Buyer account negotiations, while mentoring staff in negotiation, planning and maintaining supplier relationships.
* Review and approve purchase orders within authorised limits.
* Deliver annual savings against Procurement Raw Material and Packaging budgets.
* Strategic procurement savings to be identified, plans developed and delivered.
* Progress of identified savings to be monitored on a monthly basis and outputs communicated to the Core- and Senior- Leadership Teams (CLT and SLT).
* Work constructively with suppliers and site Quality / SHE / Finance teams to develop supplier relationships with the aim to improve overall performance (Safety, Quality, Cost, Delivery)
* Lead the site’s S&OP / IBP team, working alongside members of the Finance, Operations and Technical teams.
* Identify, and implement, improvements within the Procurement and S&OP / IBP systems to enable continued business improvements.
* Improve forecasting tools and procedures through implementation of innovative ideas.
* Coordinate and identify raw material and packaging requirements for new manufacturing projects / campaigns, including review of new and existing PMLs.
* Identify opportunities to maximise, and threats to, customer Sales through S&OP / IBP forecasting
* Assist Commercial and Technical teams with outsourcing new, or existing business, where required.
SHEQ Management
* Meet regulatory and customer quality requirements relating to ISO9001, ISO14001 and cGMP as well as the requirements of cross contamination prevention.
* Maintain current departmental / site procedures and implement new procedures, where necessary, to ensure consistent working within the team.
* To liaise with the relevant external regulatory organisations and appropriate internal personnel regarding HMRC, REACH, HSE and transport regulations etc..
Communication
* Building relationships with key stakeholders throughout the business including colleagues working in Commercial, Finance, Manufacturing, Technical and Supply Chain.
* Accountable for updates and information on external commercial market movements (primarily, but not limited to, raw materials and packaging) that may present a threat or opportunity for the organisation.
* Maintain and create relationships with suppliers to ensure that efficiency is optimised, and resolutions are made from both the supplier’s perspective and the company
