The Strategy Directorate is a central function bringing together Private Office, Parliamentary and legislative affairs, sponsorship of inquiries, arm’s length bodies and entities, delivery oversight, policy development and strategy. Private Office teams act as a bridge between the department and its ministers and permanent secretaries, helping to ensure the smooth running of the department and the effective delivery of business.
This is an exciting opportunity to join the Home Office parliamentary business and legislation team, working in the Home Secretary's Private Office. The Government has a very ambitious legislative agenda and the Department is currently in the process of delivering one of the largest programmes across Whitehall. The successful job holder will be joining an engaged and high-performing team overseeing this work and will hold significant responsibility including directly briefing Ministers, special advisers, and senior officials.
This role plays a pivotal part in the planning and delivery of the Department’s primary and secondary legislation programmes, as well as wider parliamentary business.
They will support the team lead responsible for legislative strategy and delivery, the Head of Parliamentary Business and Legislative Strategy, and the wider parliamentary business and legislation team, ensuring the Department’s obligations to Parliament are met.
They will work with a range of teams in and outside of the Department, including those at the very centre of government, and therefore will have a high degree of visibility.
Responsibilities
Key responsibilities will include:
* Manage and deliver the Department’s secondary legislation programme, co-ordinating with all relevant teams, Private Offices, and special advisers to ensure that Ministers are provided with comprehensive parliamentary advice and the Department’s obligations to Parliament are met.
* Assist with the management of the primary legislation programme, both on bill-specific tasks as related to their portfolio and in considering wider legislative processes such as session bidding and pre- and post-legislative scrutiny.
* Develop and maintain positive relationships with key teams in and outside of the Department, including officials and advisors in No10, secretariats for Cabinet and Cabinet Committees (primarily Parliamentary Business and Legislation and Economic and Domestic Affairs Secretariat), Parliamentary business managers, and the Government Whips’ Office.
* Carry out and co-ordinate key research on parliamentary handling, engagement and strategy.
* Develop processes and provide a secretariat function to Legislation Board meetings, including setting the agenda and commissioning teams for papers, managing meeting logistics, and preparing minutes.
* Assist the team leaders responsible for legislation and parliamentary business respectively, and the head of unit, in delivering an excellent service to the Home Secretary and Home Office Ministers on Parliament and legislation.
* Other work and projects as required.
The role comes with line management responsibility.
Working pattern
Due to the business requirements of this role, it is only available on a full-time basis.
