Group Finance Manager (Capital) Local Authority Liverpool Liverpool Based Hybrid Working Available – 2 Days per week in the office 3 Month Contract (Potential for extension) Monday to Friday 09:30-17:30 (37 Hours per week) £600 - £650pd Umbrella Job Purpose To proactively contribute to the transformation and development of financial management across the local authority. Under the direction of the Director of Finance - Business Partnering to provide strategic, detailed and professional financial advice to both internal and external stakeholders. To ensure that the financial advice and services delivered provide value for money and are integrated and supportive of the local authority’s strategic aims and objectives. To be responsible for the development of financial skills across the local authority Main responsibilities Manage finance team workloads, performance, and attendance to ensure effective delivery of financial services. Work closely with business unit and service managers to ensure operational efficiency and effective procedure implementation. Assist in preparing the Medium Term Financial Plan, corporate strategies, and annual revenue/capital budgets. Ensure timely and compliant closure of accounts, meeting statutory and professional requirements. Provide regular and ad-hoc budget control information and advice to budget holders at all levels. Develop accounting procedures and assist in enhancing financial and performance management systems. Participate in service management teams, working groups, and deputize for the Head of Finance as needed. Strategically develop finance service systems to adapt to changes. Provide financial management training for non-financial managers. Identify external funding opportunities, oversee bid preparation, and manage grant claims. Prepare financial appraisals and contribute to financial implications of service proposals. Ensure corporate financial system reflects external funded initiatives and project changes. Liaise with internal and external auditors to address any audit issues.
