Overview
East Riding of Yorkshire Council is a large unitary authority with a diverse property portfolio worth in the region of £1.2 billion. A core function of the Council is the delivery of social housing with ambitious plans to expand its housing portfolio through a variety of initiatives.
These initiatives are supported by the Valuation and Estates service, the Council’s professional team of in-house surveyors, responsible for managing a wide variety of transactional and professional work on behalf of the authority. Duties include acquisitions, asset rationalisations and valuations, aimed at supporting service delivery and maximising revenue and capital generation opportunities, in addition to acting as consultants on property matters in relation to planning, regeneration, housing, environmental and other corporate projects.
The role
We are looking to appoint a Chartered Surveyor to join the organisation. You will hold Registered Valuer status and preferably have a proven track record within the residential sector.
This is a hybrid role which will necessitate travel across the East Riding, delivering a range of professional services, which will include:
* Preparing Red Book valuations in connection with the Council’s programme of acquisitions of new social housing.
* Assisting the Council in the delivery of its 30-year Housing Revenue Account Business Plan (2023-2053), providing professional consultation advice on land, property and planning matters, to help meet housing need.
* Have a hands-on involvement in the Council’s delivery of 1,000 new affordable homes between 2012 and 2026.
* Help deliver an ambitious capital receipts programme through targeted disposals such as the sale of long-term empty properties.
* Apply negotiating and problem-solving skills to protect the Council’s property estate and ensure best value in a variety of third-party property transactions.
* Facilitate the day-to-day management of the Council’s housing portfolio by providing professional advice to our client department on a range of property issues, including restrictive covenants, easements and overage provisions.
* Support the development of junior colleagues within the team who are currently working towards their APC.
About you
You will have the autonomy to manage your own caseload and the tenacity to deliver results with the support of senior colleagues.
You will need to demonstrate a good knowledge of residential property matters and the local housing market with an awareness of wider economic factors affecting the property market. You will have a proven ability to negotiate effectively, with excellent interpersonal, communication and report writing skills.
You will be a professional member of the RICS with Registered Valuer status, although applications are welcomed from candidates who can demonstrate the right knowledge and attributes.
You should hold a full UK driving licence and have access to your own transport.
