At HMRC, we are seeking four specialist advisors to work closely with HMRC s Reform and Modernisation Committee and the Committee Chair to advise on HMRC s priority to accelerate the reform and modernisation of its tax and customs administration services. These roles are equivalent to a Non-Executive Director role, with advisors sitting on HMRC s Reform and Modernisation Committee and undertaking additional responsibilities at this level to advise the Committee Chair and HMRC Board on their area of expertise. This will include reviewing wider proposals for reform and modernisation (including from other areas of government), to provide views, steers and recommendations for HMRC to take into consideration and providing advice to the minister on behalf of the Committee Chair. Advisors will also work with teams across HMRC to understand current services and processes and identify and advise on opportunities for improvement based on their own substantial experience. We welcome applications from candidates with both deep-subject matter expertise and proven experience of delivering change in similar large public service organisations. Non-executive experience and Ministerial exposure is desirable but not essential, but experience working with Executive Boards is necessary. Candidates must not have any conflict of interest which would prevent them from working across other government departments. Background to the Reform and Modernisation Committee The Reform and Modernisation Committee is a recently established subcommittee of the HMRC Board created to: Monitor efforts to drive tax and customs system reform and build departmental technology and data foundations. Assist in the creation and development of an effective transformation function at the ExCom level of HMRC. Assist HMRC s Permanent Secretary to drive a service focused culture which centres around a user centred and iterative change approach. Make recommendations on any additional reforms to modernise and digitalise services. The Committee provides views and recommendations for HMRC to take into consideration in decision-making and providing advice to the minister on reform and modernisation. This is led through the Director General responsible for transformation across HMRC. Person Specification Advisors will have significant expertise, experience and proven success of delivering transformation and tech enabled change in similar large public service organisations, or organisations with clear public purpose. Candidates will have expertise in one of the following areas: Emerging Technology - to help us make the best use of emerging technologies, including the broader evolution of Artificial Intelligence and machine learning, to accelerate the modernisation of our services. Digital and Organisational Design to give us practical advice on how we can evolve our design function to deliver transformational change and fully embed an iterative test and learn approach. Commercial - to help us reform our commercial processes and advise on the improvements we need to make to attract the right partners, including helping us to shape our supplier markets around our current and future needs. Data, information management and analysis - to help the committee connect the data teams and analyst function with reforms in technology and service delivery. Detailed Role Specifications All candidates will be expected to have: Ability to analyse and advise on strategic plans that align with HMRC s reform and modernisation goals. Strong skills in engaging with and managing relationships with internal and external stakeholders, ensuring their needs and expectations are met. Excellent communication and facilitation skills to effectively convey technical information and ideas to stakeholders and, mediate discussions, and resolve conflicts. In addition, candidates will have expertise in one of the following areas: Emerging Technology We are looking for an advisor to support and challenge HMRC on how emerging technology, including Artificial Intelligence, can add further value to the delivery of its reform and modernisation outcomes. Candidates will have expert knowledge and experience of leveraging new and emerging technologies to support transformation within large and complex organisations including: Proven experience in delivering innovative technolog ies from inception to completion in a legacy and regulated environment. Proven experience in regulated environments or organisations with a clear public mission, with a focus on emerging technologies. Understanding of public sector commercial rules and frameworks. Adaptability: Ability to quickly learn and adapt to new technologies and industry trends. Digital and Organisational Design We are looking for an advisor to support and challenge HMRC on how it can create the organisation space and culture to deliver its own changes, especially with regard to digital delivery and service design. Candidates will have expert knowledge and experience of delivering and embedding policy, process, products and people changes within large complex organisations including: Experience in designing and delivering effective service-focussed functions within large institutions. A deep understanding and experience of iterative user-centric design principles and practices, including user research and instilling a test and learn approach. Experience in guiding large organisations through digital transformation, including adopting new technologies and digital processes. Knowledge and skills in managing organisational change, including communication strategies, training programmes, and stakeholder engagement to ensure smooth transitions. Skills in analysing and improving existing processes to enhance efficiency and effectiveness across the organisation. Commercial We are looking for an advisor to evaluate HMRC s end-to-end commercial processes and advise on the improvements we need to make to attract the right partners, including undertaking delivery model assessments to establish whether commercial approaches are fit for purpose. Candidates will have the following specific commercial skills and experience: Practical experience of supply chain transformation in large organisations and of moving an organisation to a more diverse, dynamic supply chain. Experience of translating transformational changes to commercial strategy into enterprise-wide culture change. Experience in leading delivery model assessments to establish fit for purpose approaches and recommending improvements to streamline operations. In -depth knowledge of the technology service industry, including key players, market dynamics, and regulatory environment. Expertise in conducting market research to identify potential partners and evaluating their suitability based on HMRC s requirements. Data, Information Management and Analysis We are looking for an advisor to provide recommendations on HMRC s data and data analytics, including its technology approach to data services, where HMRC can maximise financial and commercial opportunities. Candidates will have expert knowledge and experience of developing and delivering data policy and data analytics including: In-depth understanding of data protocols and how software development and emerging technologies can improve HMRC s agility in this area, working with compliance and policy colleagues. Demonstrated ability to design major data related projects, including cross-functional and cross organisational teams. Note, this role won t be delivering projects but experience of doing this first hand is key. Ability to analyse complex IT environments and provide actionable insights across a range of services and technology environments. First-hand experience of modern programming environments, data definition protocols in the public sector and, preferably, insight into cross Government best practices in data sharing. Applicants must be independent from HMRC, so those currently employed by HMRC will not be considered for these roles. Applicants are expected to have conducted their own tax affairs with probity, and will not have participated in, promoted or enable tax avoidance arrangements. Location : Committee meets are held in HMRC Regional Centres around the UK. Workshops and non-committee work will also require the individual to be able to travel to different UK regional HMRC centres. Estimated Time Commitment : The successful applicants will be expected to provide 2 days a month to HMRC as standard, with additional days as required and agreed by both parties. They will also be required to attend 6 half day Committee meetings a year.
