The Public Sector Reform Test, Learn and Grow (PSR TL&G) team is at the heart of the UK government’s initiative to drive innovation and reform in public service delivery. With the £100 million PSR Innovation Fund, our team collaborates with local authorities and government departments across the United Kingdom and with the Devolved Governments to design, test, and grow innovative solutions that enhance public service outcomes. By employing a "Test & Learn" approach, we focus on creating evidence-based improvements while relieving pressures on public services. Our work involves piloting foundational programmes and place-based initiatives to accelerate mission delivery, support preventative measures, and foster a collaborative environment that encourages continuous improvement and innovation in public services.
A secondment with HMG offers a unique opportunity to work temporarily within the Civil Service, where you will remain an employee of your current organisation. This opportunity will allow you to develop some unique skills, but bring in specific knowledge and expertise, and work on projects that aim to deliver better public services for UK citizens. It is an immersive experience, providing you with new perspectives and the chance to contribute to significant and meaningful work. If you have confirmed with your employer that you are eligible for a secondment you'll be presented with a question in relation to this on your application form.
As Head of Delivery and Operations, you’ll manage the day to day running of the TL&G programme. Our 3-year programme will be fast-paced and dynamic with multiple ongoing projects with a range of local and central government partners. We’ll also have a programme of secondments and loans to bring in people from the private sector and other parts of the public sector. You’ll work closely with PSR leadership to make things happen and create the conditions for our team to work at pace by creating an enabling environment, feedback loops to enable a learning culture, and flexible governance structures.
This role is mapped to the Programme Delivery Manager role in the Government Digital and Data framework. We’re looking for someone who can bring digital and data delivery management and operations skills to a policy environment and is excited about working on the ground alongside place-based partners.
This role may require travel within the UK to work closely with local partners.
Responsibilities
You will:
• support the Director of Public Service Reform (Place, Design and Innovation) and their leadership team by overseeing the delivery of their vision for the programme
• create or tailor new ways of working, and constantly ensure we’re learning from each other as we go
• support and coach delivery managers
• be the initial escalation point for the programme, identifying risk and spotting opportunities to go further and faster
• support the Director to manage the budget and make it work for our ambitions
• act as the lead client for any procured support and work collaboratively with colleagues in Cabinet Office’s commercial function and with the Crown Commercial Service to drive value from commissioned partners
• act as the escalation point and resolve large or high risk commercial management issues
• remove blockers and manage risks, commercials, budgets and people
• manage dependencies of varying complexity, potentially planning and feeding into larger programmes and portfolios
• manage stakeholder expectations and moderate discussions about high risk and complexity
A virtual drop in session will be held to explain more about the Public Sector Reform Test, Learn and Grow programme and secondments. Please see the meeting instructions below.
