Do you want to play a central role in delivering an ambitious programme of regeneration projects, from early-stage option assessment through planning, design and land assembly to construction and post-construction evaluation? Our projects include major highway and sustainable transport schemes, public realm improvements in town centres and construction of commercial units in geographies across the whole of Derbyshire.
The Regeneration Programme Manager is responsible for helping develop and manage the forward pipeline of projects, preparing business cases to secure external funding and challenging/reporting progress on current projects. A keen eye for detail is essential as all projects require tight financial controls, have contracted outputs that need to be achieved and work to challenging delivery timescales. While not typically responsible for managing individual projects, the postholder will be the focal point of the programme, orchestrating the work of project managers and partners to ensure results. Providing elected Members, senior managers, Government Departments, and external funders with accurate and timely information will be a key part of the job.

The role will quite literally help shape the future of Derbyshire through regenerating brownfield sites and bringing forward new sites for development. Key aspects of this role include:
* Driving development of the regeneration programme and pipeline of projects on behalf of Derbyshire County Council.
* Liaising and negotiating with Government departments, district authorities and other partners in developing the pipeline and subsequent funding agreements.
* Procuring and monitoring of professional services needed to ensure delivery, including business case development to secure funding, in accordance with Treasury Green Book.
* Managing and coaching staff responsible for business case development, programme monitoring, evaluation, and coordination.
* Identifying and setting output and outcome targets achieved for individual projects within the programme.
* Managing complex budgets, spend and procurement limits for commissioned work and maintaining the register of approvals required to support delivery.
What skills/experience will you need?
* Significant experience of:
o Being the ‘regeneration expert’ for a large, complex organisation – providing high quality advice, drive and oversight to project and programmes.
o Detailed knowledge of HM Treasury Green Book approach and its application to regeneration projects and programmes.
o Track record of delivery in attracting funding and pushing projects to successful conclusion.
o Developing and managing complex funding packages.
o Developing and implementing policies, strategies and plans.
o Partnership working.
o Staff supervision, planning workloads, establishing priorities within timescales and budgets.
* Excellent written, oral and presentation skills.
* You will be educated to degree level or equivalent professional qualification and substantial experience.
* You should hold Prince2, Agile, Lean Six Sigma or other recognised project management/continuous improvement qualification.
