The HS&EP Head will sit under the technical function of the Technical, Transitions Change and Improve (TTCI) division within the Submarine Directorate Navy Nuclear Portfolio Group. The post holder will have a direct line to advise the Director on HS&EP matters, develop and lead his Directorate Safety Cell in the provision of safety assurance, legislative compliance, policy advice and prepare the Directorate’s assurance submissions against all aspects of the Navy Command (NC) Safety and Environmental Management System (SEMS).
The post holder will also facilitate continuous improvement of the Submarine Directorate’s SEMS and the Director’s Safety and Environmental Management Plan (SEMP) to enable a resilient safety culture; in accordance with HS&EP Governance, Risk Management and Assurance activity aligns to ISO 45001:
Plan. Defining and communicating Submarine Directorate Organisation and Arrangements (O&A) to meet NC specific safety policy that in turn complies with statutory legislation and MoD HS&EP policy and regulation.
Do. Advising the Top-Level Accountable Person (TLAP) and Directorate Accountable Persons (APs), as the risk owners, on the application of policy and providing them with the tools (including safety reporting, analysis, performance, and risk management tools) required to manage HS&EP within their areas of responsibility.
Check. Providing assurance to DSM, as the TLAP, of the effectiveness of the Directorate SEMS, O&A and Supporting Publications through audits, data analysis and compilation of management information to support senior boards.
Act. Coordinate continuous improvement activity to deliver Full Assurance of the Directorate 2* SEMP.
The postholder will need to ensure that they remain up to date with safety related developments, defence and civilian regulation (including nuclear) and best practice both within Navy and externally within the interfacing Submarine Delivery Agency (SDA) and the Defence Nuclear Organisation (DNO).
The post will be based in Navy Command Headquarters (Portsmouth), with the expectation of regular travel to other defence locations including HMNB Clyde and Devonport for industrial site visits.
