IMBs operate in prisons and Young Offender Institutions (run by HM Prisons and Probation Service - MOJ), in immigration removal centres and on repatriation flights for those being removed from the UK (run by the Home Office). Lay Observers, are unpaid volunteers appointed by ministers, whose responsibility it is to monitor the welfare of Detained Persons in court custody suites and while they are traveling in the care and custody of escort contractors. In this role you will be responsible for handling the administration processes to support the boards in your portfolio in the appointment of new members and for responding to ad hoc requests from Boards on Board governance. You will work closely with Board Chairs, Regional Representatives, Regional Support Leads and the IMB and LO National Chairs in your day to day work. You will also be responsible for liaising with stakeholders in HM Prisons and Probation Service, the Home Office as well as Shared Services in support of the vetting process for candidates. You will have a keen eye for detail as well as strong negotiation and trouble shooting skills. The role will require you to develop an understanding of working with volunteers and the public. Customer service also makes up a key part of this role. Duties include: Responding to ad hoc requests from Boards relating to Board governance. Providing timely, accurate and consistent advice and seeking advice form more senior staff where appropriate. Opening, closing and processing recruitment campaigns for prison and IDE Boards Supporting recruitment of Lay Observers, where required Supporting the recruitment process, including reviewing conflicts of interest, arranging interviews, reviewing applications and processing paperwork. Liaising with external agencies to promote IMB recruitment as necessary Providing prompt, accurate advice and guidance to members on recruitment and appointment issues as appropriate Ensuring the recruitment and appointments process complies with the Commission for Public Appointments guidance Ensuring appointments are processed accurately and efficiently and within agreed timescales Monitoring performance against targets and taking effective corrective action; making effective decisions based on the progress of individual recruitment/selection exercises; knowing what and when to refer to someone more senior and effectively communicating progress to Board Chairs Ensuring re-appointments and non-appointments at Triennial Review are received and processed on time Ensuring Chair and Vice-Chair elections are held, and the results received on time and processed in accordance with procedures Processing requests such as transfers, dual boarding, sabbaticals and resignations in a timely and accurate manner Monitoring security clearances and ensuring the vetting renewal process is managed effectively Working closely with the Regional Support Leads/Regional Reps to help support the regions they are based in, whilst escalating issues where required Ensuring equality, diversity and inclusion is considered during the application of all tasks and championed during interaction with the membership Performing job related tasks as and when required Essential Criteria Excellent communications skills, both written and oral.
