Public Health Principal - Drug and Alcohol Strategic Commissioner
£500 per day (umbrella)

Spencer Clarke Group are looking for a Public Health Principal - Drug and Alcohol Strategic Commissioner. This is a key opportunity to lead and drive all-age drug and alcohol strategic and commissioning programmes, delivering meaningful outcomes and reducing inequalities for individuals and communities.
Key Responsibilities:
* Lead and manage all-age drug and alcohol strategic commissioning programmes, including prevention, treatment, and recovery initiatives.
* Oversee procurement and contracting processes for substance use services, working collaboratively with procurement, finance, and legal teams.
* Interpret complex data sources, such as Joint Strategic Needs Assessments (JSNA) and NDTMS data, to inform decisions.
* Develop and manage projects using project and change management tools, ensuring programmes are delivered effectively.
* Build and maintain strong networks with health and social care teams, service providers, and multidisciplinary teams.
* Facilitate workshops and activities, engaging with public sector partners, residents, and voluntary organisations.
* Travel across the county, with occasional regional or national travel.
Essential Qualifications and Experience:
* Degree in health, care, or a relevant field, with at least 5 years of leadership experience in public health or a related organisation.
* Extensive experience in commissioning and strategic management of substance use services.
* Strong communication skills, both written and verbal, with the ability to present evidence and influence stakeholders.
* Proven ability to lead multidisciplinary teams and manage competing priorities under pressure.
* Experience in change management, programme management, and facilitating workshops.
* In-depth knowledge of using data to support decision-making and programme delivery.
* Full UK driving license with access to a vehicle.
