Essex is a diverse county with areas of high deprivation through to highly affluent communities. Working with the Essex growth agenda, the Planning Service will deliver a more consistent approach and better manage the complexity of relationships across City, District and Borough Councils and developers. Working with our City, District and Borough Councils and developers the service will strive to deliver well-balanced good quality development, which addresses the housing, economic, infrastructure and environmental needs of communities and creates great places to live, work in and enjoy.
The Infrastructure Planning Officer ensures developers and local planning authorities understand the value of, and need for, community infrastructure in order to facilitate balanced communities and promote sustainable growth while minimising the impact of development on the local taxpayer.
The role involves comprehensive oversight of housing and employment developments within the planning application process, assessing their impact on community infrastructure requirements. This includes evaluating infrastructure needs, costing them, and requesting appropriate developer contributions through Local Planning Authorities.

Additionally, they audit developer agreements, monitor developments, estimate contribution timelines, and enforce payment collection to facilitate timely infrastructure provision. Furthermore, they assist in constructing business cases for community infrastructure funding and ensure proper expenditure alignment with legal obligations, maintaining a clear audit trail.
