1. Corporate responsibilities- To professionally represent RWT externally and develop a network of contacts across the locality- To contribute in the development, implementation and management of the Estate and Property Asset Management Plan reporting to the Property & PFI Contracts Manager.- To support with the search for and setting up of new accommodation requirements from feasibility to occupation for the Trust. This will involve liaising with Trust staff, solicitors and land agents and other external agencies.Estate Development responsibilities2. Engage, proactively, with tenants, clinical service users, NHS Property Services Ltd and other landlords and/or managed service providers through a partnering ethos in delivering and developing propertymanagement services to the required deliverables and standards.3. Work with the Trust Property Manager, NHS Property Services Ltd, Community Health Partnership, other Trusts and Commercial Landlords to develop, maintain, implement, monitor and report on propertycondition, functional suitability, and quality and space utilisation.4. Ensure policies and procedures necessary to maintain the property management services to the required standards is implemented within the Trust community property portfolio.5. Work closely with the Trust Property Manager, NHS Property Services Ltd and Community Health Partnership, Tenants, other Trusts and Commercial Landlords to monitor, review and report onperformance of the managed services on a regular basis.6. Carry out the Tenant Representative function. This includes, but is not limited to:- Managing contract performance- Managing key relationships- Contract administration- Driving performance improvements and efficiencies7. Participate in development projects associated with Community Premises including but not limited to:-- Attending project and site meetings as agreed in liaison with the assigned Capital Project Manager.-Representing the Trust in its Head Tenant role with external consultants i.e. architects, principalcontractors, project managers, planners, building control etc.- Liaising with new and existing clients as necessary, to keep them informed and up to date on iproject developments.8. Develop and implement in association with the property management team, partners and tenants space utilisation strategies that maximises the use of facilities available.9. Contribute in identifying and monitoring of cost pressures and identifying opportunities for rental income for each property, thus mitigating the level of financial risk exposure to the Trust.10. Liaise with Partners, Capital Project Managers and tenants to ensure that programmed works/services are co-ordinated with minimal impact to occupants and services.11. Review the status of the occupancy agreements regularly to ensure that they are accurate and in date across the Community Property portfolio, liaising with tenants, land agents and legal representatives as required to review and process as necessary. Ensuring that contract breaks are monitored, known and instigated as necessary in a timely way.12. Develop, maintain and periodically review contracts for each property, ensuring that they accurately reflect the services and associated costs for each client; including the production of projected and reconciled Service Charge accounts.13. In conjunction with Capital and EFM Teams assist in the development and implementation of an annual capital works and backlog maintenance programme for each property within the community portfolio,ensuring that all tenants are in agreement and committed to any community financial expenditure where applicable.14. To liaise with the landlords and EFM Teams in reviewing the annual forward maintenance plan for each property, ensuring that appropriate instructions are provided as necessary to ensure that the propertiesare maintained to the required standards and compliant with all statutory and mandatory legislative requirements.15. To obtain current statutory compliance data from the Estates Compliance Technical Manager and provide a copy to tenants as and when needed16. To act as the point of contact for all landlord inspections and related documentation.17. Oversee the sharing and updating of management and performance information for the Community Property premises.18. To respond promptly and professionally to emergency or urgent property management issues as they arise, seeking to resolve them as quickly and as cost effectively as possible.19. To liaise with professional and technical experts as necessary in the delivery of the property surveying and management services.20. Manage the resolution of any operational property issues and facilitate the development of innovative solutions to improve the service to users and limiting the risks to the Trust.21. To ensure that sustainability and environmental issues are considered so that the organisation meets its statutory obligations and targets.22. In conjunction with Trust Property Manager, NHS Property Services Ltd, Community Health Partnerships, tenants and clinical service users, development of business plans, associated strategies and future approaches to improve the function of the properties.23. Conduct annual property survey to update property information relating but not limited to occupancy, utilisation, condition and functional suitability.24. To undertake any other duties commensurate with the post as may be requested from time to time.
