North of England Commercial Procurement Collaborative (NOE CPC) is a collaborative procurement organisation based in Sheffield and hosted by Leeds and York Partnership NHS Foundation Trust (LYPFT). Our aim is to deliver best value procurement outcomes for the NHS through collaborative working.
An exciting new opportunity has arisen for a Procurement Delivery and Process Manager to join the expanding team at NOE CPC. Reporting to the Head of Procurement Operations, you will be responsible for ensuring that key procurement processes, procedures and systems are in place, and are developed and continuously improved to support the overall operation of NOE CPC.
Main duties of the job
The role will include leading and managing a team of procurement professionals, ensuring compliant procurement delivery and performance in line with external quality standards, business objectives and KPIs, and customer expectations. Responsibilities will also include ensuring consistent delivery of procurement projects to a high quality and to time, in line with the framework workplan.
* Leading business improvement projects, undertaking specific procurement activity, providing procurement advice and support, and developing internal processes, procedures and supporting systems.
* Monitoring performance against KPIs and engaging with other NHS organisations and stakeholders.

Job responsibilities
The successful candidate(s) should be able to demonstrate strong personal skills, a sound understanding of public procurement practices and hands-on experience of a wide range of tendering and contracting processes, including procurement document development and use of e-tendering systems.
* Managing the delivery of NOE CPC procurement programme and related workstreams.
* Leading a team providing a wide range of procurement processes, including compliant tenders.
* Continuous improvement of procurement processes, procedures and systems.
* Developing and maintaining procurement documentation sets including ITT documents, contract documents, etc.
* Adhering to corporate operating procedures governing public procurement.
Experience of working in an operational procurement role with an organisation which is required to comply with the UK Public Contracts Regulations is essential.
Person Specification
Qualifications
* Educated to degree level in relevant subject or equivalent level qualification or significant experience of working at a similar level in specialist area.
Experience
* Able to organise team workload, determine relative priorities and plan ahead.
* Proven experience of managing and coordinating large and complex procurement projects.
Knowledge
* Subject matter expert within the use of electronic tendering systems and compliance with UK public contract regulations.
* Advanced IT skills with knowledge of specialist software for contract management and e-procurement systems.
