It supports operations around the globe and provides the ships, people, aircraft, and equipment to deliver the UKs Defence policy. NCHQ supports all the Royal Navys activities from front-line operations to personnel support and training; finance and governance; safety; equipment acquisition; programmes and planning; and Defence Engagement. Civil Servants and Armed Forces personnel work together in a wealth of interesting and challenging jobs in different disciplines, from finance; legal services; personnel and HR; project planning and managing contracts, to media and communications. The Head of Business Management sits within the People & Training Directorate with the primary purpose to act as the singleton lead for the provision of Strategic Business and Financial Management functions to support the Director and underpinning business areas. The role acts as the Directorate lead for all matters relating to financial and resource management and is the focal point for management of the Civilian workforce and risk. This position is advertised at 37 hours per week. Job description 1. Provide Director People & Training will specialist financial advice pertaining to the Directorates in-year financial position and across the planning round. Support and advise them in the management of their delegated budget, notably in terms of management of cost savings and balance of investment decisions. 2. Provide leadership and direction to the wider Directorate in all aspects of planning and management of resources. 3. Provide advice and direction on the development of the Directorate funding change requests and associated business cases to support investment decisions. 4. Manage the Directorate reward and recognition schemes, provide financial management and policy advice and guidance. 5. Act as the delegated Budget Holder for the Directorate HQ budget, ensuring resources are consumed in accordance with allocated budgets and the financial delegation framework. 6. Act as the Directorates singleton Manager for the delegated workforce budget. Maintain an up-to-date scheme of complement to prepare forecasts and costing exercises and to inform affordability assessments of proposals and alignment with workforce controls. Act as a member of the Whole Force Management Group to advise on recruitment activity and approve recruitment requests in accordance with delegated budgets and/or controls. 7. Lead on the development and maintenance of the Directorate action plan in response to the annual People Survey. 8. Provide support, guidance and direction for all civilian staff and their Line Managers, supporting recruitment and retention of Suitably Qualified and Experienced personnel. 9. Coordinate the Directorate Performance and Risk Management process and associated reporting. 10. Act as a focal point for the Business Management function across the wider People & Training enterprise. Person specification The successful candidate should possess drive, strong inter-personal and collaboration skills, the ability to build positive and productive relationships and be willing to embrace change and a culture of continuous improvement. Stakeholder engagement is an important element of the role and therefore excellent communication skills are essential with the ability to build and maintain strong working relationships. A strong leader who can guide and develop their team to provide a first-class Business Management function to a busy and fast-paced Directorate. Experience and understanding of financial management is essential with risk management and civilian HR experience highly desirable. Strong analytical skills are essential, including the use of Microsoft packages and particularly Excel. As a delegated Budget Holder, the successful candidate will be expected to attain a Financial Skills Certificate within 6 months of joining.
