Job Title: Senior Development Surveyor

About the Role
Hampshire County Council serves more than 1.4 million residents in Hampshire and manages a gross budget for 2024/25 of £2.9 billion.
The County Council owns and operates over 1,700 sites, comprising over 10,000 separate building units and over 8,500 hectares of land. The combined book value of these assets is circa £3 billion.
These assets are hugely diverse and include schools, day centres, libraries and museums, children's homes, adult residential and nursing homes, waste recycling facilities, country parks, rural landholdings, and operational farms. The County Council also owns and occupies offices, workshops, depots, and storage accommodation. It leases other commercial property to businesses and rural holdings to farmers and has responsibility for a wide range of heritage assets including listed buildings and Scheduled Monuments.
The Strategic Land and Development team provides a coordinated and comprehensive planning and development service and advice to support the disposal of land and building projects of varying size. Central to the work of the team is the County Council's Strategic Land Programme that comprises 12 sites across Hampshire with the potential to deliver over 10,000 new houses with associated infrastructure and facilities over the next 15-20-year period culture.
As a Senior Development Surveyor in the team, you will
Work on your own caseload of property and disposal projects and support other projects, developing and securing approval to planning and disposal strategies for surplus property assets, reporting to a Principal Development Surveyor or the Development Surveying Manager Lead.
You will work as part of multidisciplinary teams of colleagues across the Strategic Land and Development function and other internal and external consultant resources to deliver financial receipt and place-making outcomes.As part of our need to optimise the use of our office space, Hampshire 2050 teams currently have an in-office day of every Monday, although this could change to suit business need. There is of course opportunity for staff to come into the office more regularly to facilitate the delivery of their role.
Essential Qualifications, Knowledge, Skills and Experience:
Relevant Degree (Property, Estates, Development) or equivalent relevant qualification.
Recent experience and knowledge of property disposal and residential land valuation.
Good understanding of the statutory planning process and experience of securing planning permissions and related consents.
Relevant project management skills and experience.
Strong communication skills including the ability to communicate at all levels, working with colleagues in a collaborative way to achieve desired outcomes.
Ability to work effectively in a team environment.
IT literate, with good working knowledge of Microsoft Office 365.
Ability to work effectively in a flexible, hybrid way, including a mixture of office and home working. Desirable Qualifications, Knowledge, Skills and Experience:
Full membership of the RICS (MRICS).
Recent and relevant experience of working within a large organisation, preferably in similar public sector role estates or property role.
Broader estates experience and the ability to advise on a range of property / estates related matters, including statutory (asset) valuations.
Ability to apply critical thinking and relate to both strategic and detailed situations as required.
Ability to influence and make sound judgements in varied and complex situations.Working Conditions

Occasional travel to various locations within Hampshire. A current driver's licence is essential.
This role is based in Winchester with a current Open Workplace Policy / hybrid working arrangement consisting of office and home working and occasional site visits or visits to other partner or stakeholder locations, all to suit operational requirements. The role holder is required to attend the office on our current Directorate in-office days which is every Monday, although this could change to suit business need. Staff are also encouraged and expected to attend the office on other occasions to attend specific in-person meetings or where project requirements make this necessary.
Moving and Handling: Objects up to 5kg (less than daily basis).
Display Screen Equipment Use.
The role may require occasional lone-working, outdoor site inspection and vacant property inspection.About Us
