The difference you will make as a Senior Programme Officer
You will support the Asset Management functions and the Head of Rationalisation and Growth and Project and Programme Manager, to ensure effective stock acquisitions, disposals and swaps within Riverside to deliver the Asset Management Strategy and the Group’s overall strategic objectives.
About You
We are looking for someone who has:
* Experience of option appraisal stock acquisition and disposal programmes.
* Extensive experience in the building industry, ideally working within a customer focussed Asset Management team.
* Proven track record delivering asset projects including appraising stock for future investment options ideally within the housing sector.
* Thorough understanding of project management methodologies.

Role Profile
* Collaborate with the Asset Management team and the Head of Rationalisation and Growth to develop and deliver the programme of works required for regional properties, including rationalisation and growth strategies.
* Support the Heads of Asset Strategy and Delivery and the Head of Rationalisation and Growth to deliver the stock rationalisation projects, including undertaking option appraisals, tenant/resident consultation, open market property sales and stock transfer programmes, providing insight into individual properties, neighbourhoods and regions.
* Support the option appraisal process, identifying costs-in-use, sustainability, alternative uses for assets, providing, advice, expertise and appropriate recommendations arising from appraisals to inform decision making.
* Manage the project delivery of stock transfers including tenant/resident consultation, marketing, selection and subsequent transfer of stock through to legal completion.
* Support the Head of Rationalisation and Growth with the analysis of stock acquisition programmes including the transfer of incoming assets, ensuring operational and commercial objectives are met and alignment to the Asset Management Strategy.
* Collaborate with a range of internal and external stakeholders, including central Asset Management colleagues and residents, to ensure that work programmes meet required standards, targets, budgetary requirements and customer needs and expectations.
* Undertake contract management as required, commissioning appropriate work orders, including monitoring progress to completion, ensuring contract obligations are fulfilled, in line with agreed performance frameworks, identifying underperformance and escalating via agreed routes as required.
* Contribute to the development and review of relevant budgets including processing payments for approved contracted works, ensuring Asset Management expenditure is robustly managed in line with the Group’s financial controls, reporting as required including escalating details of planned over/under spending as appropriate.
* Maintain accurate Asset Management records, using appropriate systems and databases including the Land Asset Register, ensuring the integrity and quality of data to enable regular analysis to be carried out and reporting to be completed as required.
* Develop and present reports as required for a range of stakeholders including the Head of Rationalisation and Growth, Heads of Asset Strategy and Delivery and the Director of Asset Strategy and Delivery on a range of regional asset management information, to ensure effective communications and to inform decision making when required.
* Manage enquiries effectively, providing clear, supportive and accurate advice or signposting as appropriate and escalating complaints and complex queries via the appropriate channels to ensure effective resolution.
* Manage internal and external stakeholders effectively, providing advice and support and building constructive working relationships to effectively deliver the Group’s Asset Management Strategy.
* Ensure internal business processes are followed in line with the Group’s policy, procedures and statutory requirements.
* Contribute to the continuous improvement of processes and procedures.
* Respond flexibly to any necessary changes in work priorities and undertake other duties when required to support the effective operation of the service.

Person specification
Essential
Knowledge, Skills and Experience
* Experience of option appraisal stock acquisition and disposal programmes.
* Extensive experience in the building industry, ideally working within a customer focussed Asset Management team.
* Proven track record delivering asset projects including appraising stock for future investment options ideally within the housing sector.
* Thorough understanding of project management methodologies.
* Effective contract management skills including managing service and maintenance contracts.
* Effective stakeholder management, both internally and external to the organisation, including the ability to successfully persuade and influence others.
* Evidence of using sound judgement when making effective decisions.
* Excellent attention to detail with the ability to work under pressure, deliver to strict deadlines and manage conflicting priorities.
Desirable
* Relevant building, maintenance, compliance or facilities management qualification e.g. HNC in Building.
* Relevant health and safety qualification e.g. NEBOSH General, or equivalent.
* Relevant professional qualification. Customer focused with excellent written and verbal communication skills, with the ability to work at all levels within the business.
* Excellent team player who can work flexibly to meet business requirements.
* Proficient in the use of Microsoft Office.
