The Business Partner Team within the wider Finance department is a newly established group of passionate professionals committed to maximising the impact of our funding. As a Finance Business Partner, you will play a key role in providing expert advice and in–depth analysis on budgets, funding, and financing options that drive our strategic goals.
You will collaborate with policy and delivery teams to monitor performance against budgets and forecast future funding requirements, whilst working with investors and external funders to develop innovative funding solutions that help us achieve our mission as a Combined Authority. The Role
Reporting into the Senior Finance Business Partner, your key responsibilities will include:
1. Lead on the financial evaluation of options for implementing Directorate plans to best achieve desired outcomes.
2. Providing financial advice to Directorates, including the allocation of resource and how short to medium term objectives can be aligned and affordable within available resource.
3. Supporting the Senior Finance Business Partner with financial modelling of funding and investment options for the Combined Authority.
4. Supporting the creation of investor facing presentations and materials.
5. Monitor and provide insight and advice on the financial performance of a complex portfolio of funding programmes.
6. Lead the monthly management accounts, annual budgeting and quarterly forecasting process for relevant Directorates, ensuring clear links are made to the business planning process, resources are focussed on driving performance and ensuring synergy with other Directorates.
7. Provide expertise and advice to the Directorates on financial matters to drive performance.
8. Work with the Directors and their key staff to ensure programmes are resourced and implemented cost effectively.
9. Support the delivery of an effective financial business partnering service across the organisation, including advice, support, challenge and guidance to colleagues, ensuring financial controls and procedures are adhered to.
10. Building credible relationships with internal policy teams and external funders.

About You
You might bring experience from a consulting, finance, investment, or policy background. The most important thing is that you are comfortable working with budgets and financial models, able to think strategically, and want to work creatively to help us use our funding to achieve policy goals. Other key skills, attributes, education and experience include:
1. CIMA / CCAB qualified (CIPFA, ACCA, ICAEW, ICAS, ICAI) or a commitment to work towards a professional qualification.
2. A degree in a relevant field or demonstrable practical experience.
3. Practical experience of managing and reviewing complex budgets.
4. Experience of financial planning and analysis, and / or investment modelling.
5. Strong communication skills and ability to work constructively across multiple internal teams.
6. An understanding of how finance can contribute to policy objectives.
7. Experience of forming and developing effective senior level working relationships with Members, Government and partner organisations.
