We are seeking a highly skilled and experienced Technical Business Analyst with a deep understanding of Government Digital Service (GDS) principles to join our team. In this role, you will play a critical part in bridging the gap between technical and business teams, ensuring that digital services are designed and delivered in alignment with user needs, GDS standards, and organizational goals. The ideal candidate will have a strong technical background, excellent stakeholder management skills, and a proven ability to deliver within multidisciplinary Agile teams. Key Responsibilities Requirement Gathering and Analysis: Collaborate with stakeholders to elicit, analyze, and document detailed technical and business requirements. Ensure that requirements are user-focused, measurable, and aligned with GDS principles. Develop user stories, acceptance criteria, and process maps to support iterative delivery. GDS Alignment and Compliance: Ensure that all deliverables meet GDS standards, including preparing for and supporting service assessments. Work closely with teams to embed GDS principles, such as user-centered design, accessibility, and open standards, into technical solutions. Facilitate the use of the GDS Service Manual as a framework for delivery. Technical Collaboration: Act as a liaison between business stakeholders and technical teams, translating complex technical concepts into actionable insights. Collaborate with developers, architects, and UX teams to define technical solutions that meet business objectives and user needs. Ensure that technical designs consider scalability, security, and future adaptability. Agile Delivery Support: Support Agile delivery practices, including backlog refinement, sprint planning, and retrospectives. Ensure that technical and business requirements are continuously aligned as projects evolve. Assist product owners in prioritizing work to maximize value delivery. Stakeholder Engagement: Build strong relationships with internal and external stakeholders, ensuring clear and open communication. Facilitate workshops and meetings to gather input, resolve conflicts, and drive consensus. Present findings, recommendations, and updates to senior stakeholders and teams. Continuous Improvement: Identify opportunities for process and system enhancements based on user feedback and performance data. Promote a culture of continuous learning and improvement within the team. Keep up to date with GDS guidelines and industry best practices. Skills and Experience Required Technical Expertise: Proven experience in working on complex technical projects, preferably in digital services or software development. Ability to understand and document technical architecture, data flows, and integration points. Knowledge of APIs, databases, and cloud-based systems is a plus. GDS Knowledge: Strong understanding of GDS principles and experience delivering services compliant with GDS standards. Familiarity with the GDS Service Manual, service design phases (discovery, alpha, beta, live), and service assessments. Business Analysis Skills: Proven experience in eliciting, documenting, and prioritizing requirements in Agile environments. Ability to create user stories, process diagrams, and technical documentation. Skilled in identifying and managing dependencies, risks, and issues. Agile Experience: Experience working in Agile delivery teams, using frameworks such as Scrum or Kanban. Comfortable using tools like Jira, Confluence, or similar for backlog management and collaboration. Communication and Stakeholder Management: Excellent written and verbal communication skills, capable of simplifying technical concepts for non-technical audiences. Strong interpersonal skills with a proven ability to influence and engage stakeholders at all levels. Problem-Solving and Analytical Thinking: Demonstrated ability to solve complex problems and make data-driven decisions.
