Job Description: Deputy Manager
Purpose of the Post: To assist the Registered Manager in ensuring that the Home meets the standards and expectations of its Statement of Purpose. To safeguard and promote the welfare of children and to ensure that the quality of care provided is consistent with Children’s Regulations 2015 Including Quality Standards. To assist in the establishing and maintenance of a competent, motivated and confident staff team and to offer leadership, managerial direction, guidance and support to staff at junior levels. To ensure that the Home's policies and procedures are adhered to and that resources are managed effectively. To monitor systems for the efficient administration of the Home and to ensure that the fabric of the Home, equipment, appliances and grounds are maintained to the highest order in accordance with Health and Safety requirements. To liaise with Local Authorities, School, Health and other professionals to achieve best outcomes for young people. To actively promote the Home's equal opportunity and anti-discriminatory practice policies.
Supervisory Responsibilities: Responsible for supervising all junior home staff.

Accountable To: Registered Manager and Responsible Individual.
Specific Duties and Responsibilities:
1. To meet the needs of children through:
1. Ensuring that each young person has a plan which reflects his/her care, education, social, emotional, cultural, therapeutic, and health needs.
2. To ensure that the placement plan is regularly reviewed.
3. Allocating a Key Worker for each young person with the principal responsibility of implementing the childcare plan.
4. Establishing and monitoring high-quality standards of care in line with Children’s Regs 2015 including quality standards and the Home's Statement of Purpose and developing quality assurance measures to ensure these standards are maintained.
5. Monitoring systems in which young people are consulted about the quality of care they receive.
6. Working in partnership with parents, carers and other professionals to safeguard and promote the welfare of young people.
7. Attending and contributing to childcare planning and review meetings as appropriate.
2. To manage a staff team through:
1. Involvement in the recruitment and retention of staff.
2. Assist the manager in developing a management style which balances the need to exercise control and give direction with the need to offer staff the opportunity to contribute to decision making.
3. Ensuring that all new staff receive a proper induction to the Home in line with company policy.
4. Ensuring that each member of staff has a supervision contract and receives supervision in line with legislation and company policy.
5. Ensuring that each member of staff has a personal development plan.
6. Attending senior staff and team meetings to facilitate communication and provide opportunities for consultation and staff development.
7. Reporting and assisting the manager in resolving issues of staff motivation and morale.
8. Reporting and assisting the manager in issues in relation to conduct and competence of staff.
9. Promoting personal and professional development through the appropriate delegation of duties and responsibilities.
3. To monitor systems which ensure the effective allocation of resources through:
1. Ensuring adequate staffing levels that meet the needs of the Home.
2. Ensuring that budgets are managed effectively and the use of finances is properly monitored.
3. Ensuring that company vehicles are clean and regularly maintained.
4. Monitoring closely the fabric of the building (including fixtures, amenities and grounds) and taking remedial action where necessary.
4. To promote the efficient and effective operation of the Home through:
1. Developing in consultation with young people and staff routines in relation to all aspects of childcare.
2. Clarifying expectations in relation to maintaining the Home in a clean and orderly condition.
3. Creating rotas which fit best with children's needs and which allow proper handovers between shifts.
4. Monitoring recording systems in place and ensure that they comply with Children’s Regulations 2015.
5. Attending to all administration issues in relation to the Home and the provision of weekly management information reports for Responsible Individual.
General: To receive training appropriate to role and maintain an up-to-date training profile. To maintain up-to-date knowledge of the statutory and procedural framework for residential care and communicate this to staff as appropriate. To undertake any other managerial duties as may be necessary.
Special Conditions: This post requires the holder to do varying shifts, which include early morning and late evening work and an on-call rota system. The post holder also is required to work weekends as part of a rota and Bank Holidays when required. Sleeping-in duties are also required for which an additional payment is made. On occasions you may be requested to change your rota at a given notice as per your contract, to ensure the contingencies of the service are covered. This may also include covering an additional sleep-in duty as an emergency measure. In accordance with the guidelines on Health and Safety, to accept responsibility for working within these guidelines and reporting any concerns to the Registered Manager. This post requires the holder to have a clear DBS check at all times. Changes to personal circumstances which may affect this must be notified to your line manager immediately. To undertake such other duties appropriate to the grade of the post and the needs of the Organisation in order to develop and maintain service delivery. However, the organisation will be mindful at all times to ensure that these duties are not so onerous as to prevent the Deputy Manager fulfilling their role.
