As a Public Health Manager within the Public Health Team, you will play a crucial role in leading and delivering strategic public health initiatives across Luton. This role offers the opportunity to be at the forefront of promoting health equity by driving Luton’s Marmot Town agenda and embedding sustainable, community-driven health and wellbeing programmes. You will be responsible for commissioning public health programmes, managing performance, and ensuring effective delivery within agreed timescales and budgets.
A key focus of the role will be on integrating the Talk, Listen, Change (TLC) programme into broader health equity strategies, strengthening neighbourhood working approaches to tackle social isolation, and amplifying the community’s voice in health and built environment initiatives. You will lead on embedding a Marmot Town approach, fostering strong partnerships with the NHS, voluntary sector organisations, and community leaders to create impactful, long-lasting change.
You will work closely with key partner agencies, ensuring a collaborative and coordinated approach to improving the health and wellbeing of Luton’s population. This includes overseeing contract monitoring, quality assurance, and performance management of commissioned services. Additionally, you will support the development and delivery of Luton’s Joint Strategic Needs Assessment (JSNA), Population Wellbeing Strategy and Health Equity Town Partnership Board strategy, ensuring that public health priorities align with improving health equity and improving overall health outcomes.
About You
You will be an experienced public health professional with a strong track record in leading change within organisations or partnerships in the public or voluntary sector. Your ability to think strategically and operationally will enable you to develop, commission, and manage innovative public health programmes that drive measurable improvements in health equity.
You will have proven experience in commissioning, budget management, and performance management, alongside a deep understanding of the commissioning cycle. Your ability to evaluate and improve organisational performance, motivate teams, and build strong relationships with partners will be key to your success in this role.
Your specialist public health knowledge will allow you to provide expert advice on health improvement services, interpret complex data, and influence decision-making to ensure evidence-based practice is embedded within public health initiatives. You will be an advocate for health equity, with a strong understanding of the mechanisms needed to reduce health inequalities and promote inclusive, community-focused approaches to wellbeing.
Holding a postgraduate degree in a public health-related discipline or equivalent experience, you will also possess strong project management skills. You will be committed to continuous professional development and able to work flexibly, attending site visits and meetings across the borough as required.
If you are passionate about making a difference and have the skills and expertise to drive meaningful public health improvements, we encourage you to apply for this exciting opportunity.
