Senior Manager Health & Safety (Construction, COMAH, Fire, Insurance & Permitting)

ROLE SUMMARY: The Senior Manager (H&S, COMAH, FIRE, INSURANCE & PERMITTING) will be part of the Capital Projects Management Team, accountable for implementing the buildings and infrastructure programme required to support Agratas’ ambitious plans.
Key Duties & Responsibilities
1. Lead the development and implementation of a large construction scheme and future operations insurance strategy.
2. Develop a safety management system focused on regulatory compliance (in particular COMAH) and all permitting related to the programme.
3. Effectively manage process-related risks, reporting, and ensure continuous improvement.
4. Act as the primary point of contact with the Competent Authority and other regulatory bodies and insurance providers.
5. Keep senior leaders, key stakeholders, and the Safety Committee updated with project safety deliverables and progress against the strategy.
6. Provide central independent oversight governance and report to executive and relevant senior leadership teams.
7. Provide impartial and direct instruction to process safety engineers and other stakeholders on insurance and safety matters.
Experience and Qualifications
1. Bachelor's degree in Engineering, Construction or equivalent.
2. Background in managing and delivering technical safety and risk management projects.
3. Experience of leading technical safety and risk assessment in regulated industries (e.g., chemical and process, nuclear, railway, built environment).
4. Adept in associated risk analysis techniques, such as hazard identification, hazard management, functional safety assessment, failure modes and effects analysis, and fault tree analysis.
5. Background in safety assessment across the life cycle (feasibility studies, design, procurement, installation, commissioning, operation, and maintenance) of plants, infrastructure and/or major hazard facilities.
6. Solid understanding of relevant international and industry legislation, standards, codes, and guidelines e.g., DSEAR, ATEX, COMAH, etc.
7. Experience with Safety Assessments, including Fire and Explosion Analysis, Escape, Evacuation and Rescue studies, and Occupied Building Risk Assessment.
8. Experience of addressing Health, Safety & Environmental issues associated with the Construction industry.
9. Experience in developing and implementing construction project insurance strategies.
10. Good working knowledge of electrical and mechanical equipment for use in potentially explosive atmospheres.
11. A proven track record of implementing business processes to achieve strategic goals.
12. A proven track record of developing process safety management systems and integrating them into the wider business occupational management system.
13. Working knowledge of the Construction Design and Management regulations (CDM) and the practical application of the Principles of Prevention.
