Job summary
An excitingopportunity has arisen within the Division of Medicine & Therapies at WorcestershireAcute Hospitals NHS Trust who are looking for an experienced Directorate SupportManager for the newly formed Directorate of General Internal Medicine. This will enhance the management structurewithin the Division of Medicine & Therapies. The post holder willprovide operational and business management support to the Directorate workingclosely with the Directorate Manager, Clinical Director and Matrons.
This post isbased at Worcestershire Royal Hospital and travel across the county isessential.
Main duties of the job
You willprovide operational management alongside the Directorate Manager working inpartnership with the Clinical leads and the Matron; ensuring that theDirectorate and its services meet their quality, activity and financial targetsand assist in the planning, objective-setting and change management within boththe Directorate and the Division as a whole.
You should have previousexperience of managing staff, projects, complaints, performance and budgets.You will need to demonstrate a provenrecord of pro-active management to achieve key performance targets andexperience in managing and responding to a range of operational issues.Applicants will have excellent verbal and written communication skills, theability to build, develop and motivate effective teams and work to tightdeadlines.

Job responsibilities
Operational Management
Toassist in ensuring that the operational performance of the Directorate iseffectively managed to meet agreed Trust and Divisional objectives.
Thepost holder will be required to work with the Directorate Manager to ensureachievement of the Trust in-patient, outpatient maximum waiting time targets,emergency access and national cancer targets.
Tomonitor patients waiting via Trust Reporting systems, analyse information andtake relevant action to ensure that no patients breach the targets. Discussingnon routine capacity issues with Directorate Manager to ensure all waitingtimes and booking targets are met
Tomonitor performance against activity targets and other service objectives
Towork with the Directorate Manager, Clinical Directors, Matrons, Departmentalmanagers and the Finance team to set and deliver the Group objectives, in linewith Directorate, Divisional and Corporate targets and strategies
Toensure there are effective processes in the Directorate to manage theOutpatient Waiting List System and ensure all outpatient bookings are in linewith the recommended Trust standards.
Todeliver Income and Expenditure balance on the devolved resources.
Todeputise for the Directorate Manager as required.
Totake devolved responsibility for specific clinical areas within the Directorateas agreed with and under the management of the Directorate Manager includingmeeting with the Clinical Director, Matron and Departmental Leads on a regularbasis.
Workwith the Clinical Director, matron, finance manager and heads of departments toidentify service developments and new ways of working within the specialty anddevelop plans for implementation for reporting to the Directorate and theDivision.
Tocontribute to the identification of cost pressures and assist in the deliveryof cost savings and service efficiencies and delivering an annual costimprovement plan.
Toreview equipment needs and develop supporting rationales for bids for new andreplacement equipment within the specialty as part of the Trusts businessplanning cycle.
Toensure complaints and incidents are investigated in line with the Trustcomplaint policy. Where appropriate co-ordinate the response in liaison withthe Directorate Management Team.
Toensure accurate coding systems and processes are in place within theDirectorate to ensure activity is accurately recorded impacting on incomestreams.
Toparticipate in the Trust management on-call rota.
Toundertake project work as directed by the Directorate Manager such as workingup plans for waiting list initiative work including work in the private sectorand weekend working.
Assistingthe clinical staff with the development and updating of protocols anddisseminating the information throughout the clinical area.
Toensure the Trusts Infection Control policy is fully enforced.
Management Of Staff
Tobe responsible for the operational management of administrative and clericalstaff within the Directorate.
Toensure staff are aware of and comply with Trust policies.
Toimplement HR policies as appropriate eg Attendance Management, Grievancepolicy, Disciplinary Policy.
Tomanage the systems in place for monitoring of sickness and absence and annualleave of administrative staff and where appropriate organise cover.
Tocoordinate and undertake return to work meetings where appropriate inaccordance with the Trusts attendance management policy.
Bookingof agency staff in line with the Trusts agency request guidelines.
Tomanage the effective recruitment of designated Medical Secretaries andAdministrative and Clerical staff within the Directorate.
Toarrange and support training and development of staff as identified from thePDRS and ensuring that all staff have a personal development plan in place.Monitoring the review cycle for the staff groups.
Toprovide Human resources with weekly reports on agency expenditure, Admin andClerical staffing levels, sickness and maternity leave, and monthly reports onAdmin and Clerical vacancies.
Business DevelopmentResponsibilities
Collateinformation and draft Directorate reports for divisional meetings.
Supportspecific allocated Divisional projects.
Reviewequipment needs submitted by the Directorate and ensure the development ofsupporting rationales.
Workwith Directorate Leads, Service Leads and other clinical representatives tosupport development of complex business cases for the division in conjunctionwith the Business Advisor for the Division.
Workwith Directorate leads, Service Leads and other clinical representatives toensure strategic objectives and plans are developed as part of the Trustsbusiness planning cycle.
Workwith the Heads of Service Clinical Director, matron, finance manager and headsof departments to identify and facilitate service developments and new ways ofworking.
Toundertake project work as directed by the Directorate Manager. This includessupporting projects relating to compliance plan, changes in pathways, capacityand demand profiling and major service alterations.

Medical Staffing
Toassist in Divisional Medical Staff recruitment
Tooversee the effective recruitment, induction, training and development ofclinical staff within departments across the Directorate, ensuring that eachmember of staff has a robust Personal Development Review and a PersonalDevelopment Plan agreed as part of the Knowledge and Skills Framework.
Toensure Junior Doctor compliance in relation to European Working Time Directive,working closely with Clinical Director to achieve this.
Toco-ordinate the provision of locum Medical Staff for the Division includingliaising with Locum Agencies, In-house Medical Staff and Consultants asavailability of Locums.
Ensuresuitability of locums by ensuring all documentation relating to GMCregistration, fitness to practise and health clearance are available for theConsultant to view.
Toactively manage the annual leave, study leave and sick leave for Medical Staffwithin the Division, maintaining accurate records and ensuring the Divisionalprocedure is adhered to.
Toco-ordinate Induction for all Junior Medical Staff on commencement in theDivision, ensuring new staff are clear about their working rota and restperiods.
Tobe responsible for ensuring that all time sheets for locum staff are completed,coded, signed and forwarded to the Agency and Finance Department.
Tomaintain an up-to-date list of all Medical Staff in the Division.
Toproduce and further develop regular and comprehensive reports for the Financeteam on Locum Agency expenditure.
Tolink in with other Divisional Medical Staffing leads to share good practice,ensure policies and procedures are up to date and are adhered to and tostandardise working practices.
