Based in Denton, Manchester, our services and locations reach across Greater Manchester, Derbyshire, Lancashire and Merseyside, we have a an excellent opportunity for a new position within our team of Procurement and Contracts Manager.
An exciting opportunity has arisen for a Procurement and Contracts Manager to join us, the successful candidate will establish and manage a new procurement function within the organisation. You will have responsibility for our clinical and non-clinical purchasing and will take an active role in our contract management.
gtd healthcare delivers a diverse range of health care and support services across the North West which are provided from 35 locations including GP Practices, Urgent Care centres in Preston, Chorley and Oldham, treatment centres across Greater Manchester and a clinical hub and care coordination centre within our head office in Denton.
With turnover approaching £50m, we currently spend in excess of £1m annually on medicines, equipment, disposables and other supplies. The Procurement and Contracts manager will lead on working with with our suppliers to ensure that our resources are employed in the most efficient and effective way.
Main duties of the job
1. To set up the procurement function, establish the internal systems and processes and ensure that correct processes are followed across the business.
2. Look at using economies of scale to reduce the amount we spend on clinical and non-clinical products including utilities, disposables, office supplies, medicines, clinical equipment, and estates and facilities services
3. To support the Head of Finance and Head of Transformation by leading a range of procurement projects including planning and selection strategies, tendering and commercial dialogue. This involves working closely with clinical and non-clinical staff.
4. To ensure that overarching sustainability principles are continuously applied across all aspects of the organisation by embedding sustainability and the NHS Net Zero plan in all contract and procurement processes.
5. To identify savings and cost reduction opportunities and deliver efficiencies through effective procurement and contract management.
6. To assess the financial implications of contract awards to organisation budget holders including reporting formally on the implications of supplier and product changes.
7. To monitor performance against service levels, recurring contract obligations and KPIs and escalating any issues with performance.
8. To lead on commercial negotiations with suppliers and hold supplier contract management and review meetings.

20. To support the Head of Finance and the Headof Transformation by leading a range of procurement projects including planningand selection strategies; tendering and commercial dialogue. 22. To provide professional and accurate adviceto senior managers in respect of the procurement process, including UKregulations and the specification and evaluation of equipment and services.
23. To proactively support and be involved inthe procurement of complex and high value contracts, ensuring appropriateproject management processes are in place, status reports are compiled, andUK/Statutory procurement requirements are met.
24. To ensure that overarching sustainabilityprinciples are continuously applied across all aspects of the organisation byembedding sustainability and the Green Agenda in all contract and procurementprocesses.
25. To be responsible for advising on value formoney, sustainability, development of auditable evaluation methodologies andachieving stakeholder sign off in respect of all procurement decisions.
26. To provide evaluation of financial andpurchasing data, this will include the selection of the most appropriate andadvantageous purchasing routes based on the limitation of risk to theorganisation, evaluation, and adjudication of tenders, and producing reports tosupport the evaluation process.
27. To be the lead procurement expert forallocated projects, which involves planning the process, ensuring all deadlinesare met, being the main point of contact between suppliers and senior managers,producing reports and debrief letters, ensuring all rules and regulations areadhered to, to avoid the risk of challenge by suppliers.
28. To identify savings and cost reductionopportunities to stakeholder satisfaction and deliver efficiencies througheffective procurement and contract management.
29. To advise senior managers of the optimumprocurement option for each project, resolving any conflicting views and/orchallenges.
30. To be responsible for drafting, executing,and managing Statement of Works (SoWs), ensuring close alignment tobusiness/project requirements and correct governance procedures are followed.
31. To monitor performance against servicelevels, recurring contract obligations and KPIs and escalating any issues withperformance.
32. To identify project risks and put in placemitigation strategies for an extensive range of procurement projects.
33. To take account of whole life/life cyclecosting issues and make recommendations to senior managers accordingly.
34. To identify the cost implications of allprocurement projects and advise budget holders accordingly.
35. Provide expert advice on the appropriatenessof procurement strategies including advice on alternatives.
36. To liaise with the stakeholders and otherproject representatives to determine precise requirements in terms ofspecification and other clinical or user-based requirements.
37. To lead on commercial negotiations withsuppliers and hold supplier contract management and review meetings.
38. Manage all supplier related incidents andcomplaints, in liaison with the Governance Team and escalate any issues asappropriate.
39. To attend meetings, conferences, developmentworkshops and other training as deemed necessary and appropriate.
40. Organise and chair meetings both within andexternal to the organisation as necessary.
41. Work collaboratively with other relevantdepartments to procurement and contracting procedures and policies.
42. Participate in the on-call managers rotaonce per month alongside the gtd healthcare management team

Experience
Essential
43. Significant experience of working within procurement and contract management.
44. Leading on procurement projects including strategic procurement and planning experience.
45. Detailed and up-to-date knowledge of UK procurement directives and legislation.
46. Up-to-date knowledge of contract law, contracting and purchasing legislation and implementation of procurement actions in full accordance with law and environmental requirements.
47. Experience and working knowledge of sustainability issues and processes.
48. Contract management experience including ability to produce Tenders and Quotations in accordance with Trust Standing Financial Instructions.
49. Experience of working with Microsoft Excel and Microsoft Word.
50. Experience of using e-tendering systems.

69. Degree or equivalent and/or demonstrable experience in a similar role.
70. Relevant Contract and Procurement management training, IACCM and/or Chartered Institute of Procurement & Supply qualifications.

71. Post-graduate level in relevant discipline.
