Job Summary
Join NHS Business Services Authority (NHSBSA) in a transformative leadership role, playing a pivotal part in the delivery of the Future NHS Workforce Solution (FWS). FWS will build upon the success of the Electronic Staff Record (ESR), which is the HR and payroll system for the NHS. ESR processes £55 billion in payments each year to NHS colleagues, which is 7% of the UK's workforce. You'll oversee a team dedicated to supporting NHS organisations across multiple Integrated Care Boards (ICBs) or in Wales. Your role will be to ensure that these organisations are prepared for the digital transformation. This is not just about implementing a new system - it's about enabling the NHS workforce to thrive in a modern, digital environment, supporting long-term organisational change. There are 10 regional roles and 2 national roles. Please be aware that all roles require travel across all NHS regions where required.

Main duties of the job
We are looking for someone with a deep understanding of workforce systems and experience in service delivery and optimisation within complex organisations. You should have the ability to lead teams, influence stakeholders at all levels, and manage large-scale projects. Excellent communication and data analysis skills, combined with a strategic mindset, will be essential in this role.
Accountabilities include:
* Lead the optimisation of the current workforce solution across a range of NHS user organisations.
* Lead the annual assessments of the workforce solution, identifying opportunities for optimisation that align with strategic workforce objectives.
* Maintain an in-depth technical and functional understanding of the current workforce solution (ESR) to effectively influence senior stakeholders and ensure the full benefits of optimisation are realised.
* Assist the Senior Implementation Leads in building and developing the Readiness and Implementation team, setting clear strategic goals and ensuring the team has the necessary resources, framework, and operational procedures to support user organisations effectively.
* Play an instrumental role in delivering comprehensive support for organisations and support them in their efforts to overcome barriers and secure senior leadership buy-in.
* Work alongside the Senior Implementation Lead to develop frameworks that assess the readiness of user organisations to optimise the current solution and successfully implement the future one.

Essential
* Degree in relevant Discipline (e.g., Public Sector Management).
* Project Management Qualification - PRINCE2 Practitioner or equivalent.
Desirable
* Master's degree or Postgraduate professional qualification (e.g., MCIPD).
* Leadership qualification level 4 or above.
* Change Management qualification (e.g., PROSCI).
* Certification in Data Analytics or Data Management (e.g., Certified Analytics Professional).

Essential
* Leadership and Team Management: Strong leadership abilities to manage and mentor a team, ensuring they are aligned with both current system optimisation and the readiness and implementation goals for the future solution.
* Project and Programme Management: Strong skills in operational and programme management, project planning, and implementation, including creating frameworks, readiness assessments, delivery plans and monitoring progress.
* Stakeholder Engagement and Relationship-Building: Proven skills in building relationships and engaging stakeholders at senior executive leadership levels to foster collaboration and ensure shared goals are met.
* Data Analysis and Insight: Expertise in data collection, data quality, and analysis to inform readiness assessment and implementation planning.
* Change Management: Expertise in change management principles and methods, in order to be able to work effectively with the future supplier and influence User Organisations to drive their organisational change journeys, manage resistance, and deliver skill development.
* Communication and Influence: Excellent and adaptable communication skills with the ability to inspire and influence and secure buy-in from senior stakeholders and manage cross-functional relationships.
Desirable
* Knowledge of Workforce Solutions/ERP Systems: Familiarity with workforce management, HR, or ERP system environments and an understanding of common challenges and best practices in system transition.
* Ability to operate in a complex, dynamic and challenging environment.
* Ability to analyse and plan for emerging changes in the NHS landscape and adapt regional plans to ensure that the different organisation types that make up the NHS are supported in their readiness activities.

* Demonstrated experience in a leadership role within an operational service delivery, programme management, or change management setting, ideally in technology or workforce solutions.
* Proven track record in managing system implementations and leading teams through significant transitions.

* Experience with data insight and reporting to support decision-making and inform readiness and implementation strategies.
* Prior experience in supporting the establishment of a new function or programme area within an organisation.
