Are you passionate about driving IT commissioning strategies and enhancing digital transformation? We are looking for an experienced and dynamic Commissioning Officer to join our Culture, Strategy, and Engagement Directorate within the Digital and Change Business Unit.
About the Role
As a Commissioning Officer, you will be responsible for a range of commissioning activities related to all aspects of the commissioning cycle, ensuring adherence to the terms and policies of The Procurement Act 2023, Procurement Regulations 2024, and internal Contract Standing Orders. Reporting to the Principal Commissioning Manager (PCM), you will assist and drive the development and implementation of IT commissioning strategies and market engagement processes meeting, business needs. Your role will be pivotal in supporting Digital & Change Services across commissioning and contracting functions, ensuring auditable value-for-money outcomes and regulatory adherence.
Main Responsibilities
- Support the council in achieving optimal value for money from IT systems and assets.
- Provide expert advice and specialist guidance within both the Digital & Change service and partner organizations.
- Act as Deputy to the PCM in their absence, or if delegated to do so.
- Work robustly and consistently through the Commissioning Cycle, using analysis and evidence to inform plans and strategies.
- Ensure compliance with all legislation, government guidelines, and internal regulations across the commissioning cycle.
- Triangulate service activities, performance, and financial data to clarify the value for money of commissioned services.
- Ensure that the work of the IT commissioning team supports the implementation of the digital strategy.
- Take responsibility for the delivery of an IT asset management service and legally compliant and auditable asset register.
- Develop a thorough understanding of likely future demand across all IT assets and plan and enact a sourcing strategy that drives innovation and best value.
- Promote the optimum use of IT assets and investigate alternate supply and consumption models.
- Develop a cost model for the full range of IT services across the council and its partners, and contribute to the creation of service level agreements.
- Ensure compliance with council procedures and any relevant legal regulations in respect of the procurement of IT goods and services.
- Take a leading role in the development of new revenue opportunities.
What We Are Looking For
- Experience in a similar role with a thorough understanding of contract negotiation and procurement methodologies in a local government environment or similar.
- Excellent financial acumen, with extensive experience managing budgets, supporting and driving savings, and evidencing control around expenditure, capital, and revenue.
- Strong track record of establishing and managing strategic supplier relationships and developing sourcing strategies.
- Thorough knowledge of public procurement, finance policy, and legislation.
- Experience in developing costing and charging models for IT and digital services.
- Excellent understanding of what influences demand for IT services and can drive the optimization of assets and future planning.
- Significant experience in developing digital procurement processes.
- Ability to deal with multiple concurrent issues and resolve commercial and business priorities appropriately.
- Experience of networking and sustaining relationships across the Council and with external partners.
- Experience of strategic budget management, monitoring, and control.
- Familiarity with Government frameworks and associated framework approaches and strategies is desirable.
