Job Purpose
* To have responsibility for the review and assessment of a wide range of domestic and commercial developments with a view to ensuring that the schemes are properly checked for compliance with all relevant statutory building control requirements.
* Responsible for ensuring that the Building Control service meets the demands of the Building Safety Regulator and Building Safety Act 2022.
* Responsible for the delivery of the Council’s Dangerous Structures (DS) function, including the management of contractors and any associated debt recovery operations.
* In conjunction with the leadership team ensure that an effective Building Control service is provided.
* Responsible for ensuring that a culture of putting our residents first and continuous service improvement is maintained.
Description of Duties
* Ensuring that domestic and commercial building control submissions are processed, without exception, within the statutory time periods and aim to always bring applications into conformity with a view to reducing the number of rejections and resubmissions.
* To record construction details and inspections of work carried out under The Building Regulations.
* To liaise with the relevant Fire Authority (London Fire Brigade) on applications in relation to the Building Regulations including the Building Safety Act.
* To investigate unauthorised work and take appropriate action including prosecuting ‘contraventions’ as necessary and have any Notice served by the Council upheld by a court by ensuring all necessary action by way of reports, service of notices and decisions, enforcement, preparing proofs and giving evidence for prosecution, and acting as the Council’s expert witness in respect of jobs for which he/she is responsible all to ensure effective Building Control and conformity with statutory requirements (or peer reviewing when undertaken by deputies).
* Ensure the provision of a dangerous structures service, including an out of hours response. Inspect dangerous structures and where necessary take action, as defined in Council/Departmental policy or in accordance with established working practice, to have the danger removed as required by statute using service of notices, court proceedings and contractors, as necessary.
* Ensure a positive approach to the recouping of the Council’s costs in relations to the enforcement process, dangerous structures, or direct works costs.
* Advise the Head of Development Management & Building Control on draft responses to formal complaints regarding the Building Control function.
Knowledge and Experience
* Extensive and up to date knowledge of Building Control Regulations and legislation
* Ability to identify and implement pragmatic solutions to technical issues
* Proven negotiating and influencing skills
Qualifications; Skills & Experience
Experience of processing building control applications on domestic and commercial projects
