Purpose of the Role
To assist in leading and managing the commercial team working within your allocated portfolio of multidisciplinary light rail projects (primarily within the Midland Metro Alliance structure - MMA), from inception through to final account and close out, to deliver maximum commercial results.
An example of the current type of projects being delivered by the MMA is the Wednesbury to Brierley Hill Metro extension which will provide direct access from the Wolverhampton to Birmingham Metro route, which passes through Wednesbury, Dudley Port, Dudley and Merry Hill.
The route is planned to consist of 10km of twin track running from Wednesbury Depot on Potter Lane to the Merry Hill Shopping Centre near Brierley Hill.
The extension will service the Wednesbury, Tipton and Dudley regeneration areas offering connections to Line 1 between Wolverhampton and Birmingham.
Person Specification
Working in a finance or commercial function within the engineering or construction sector having hands on experience working for contractors as a Commercial Manager on large civils or infrastructure projects
1. Working knowledge of finance systems and various forms of contracts
2. Cost and budget administration
3. Financial and commercial reporting to board level
4. Good working knowledge of Microsoft Office
Qualifications
5. Minimum 5 years Commercial Management experience as an SQS or QS with a proven track record in major projects.
Preferred but not Essential
6. Degree in Quantity Surveying or Commercial Management accredited by the Royal Institution of Chartered Surveyors (RICS) or the Chartered Institute of Building (CIOB).
Key Responsibilities
Including but not limited to
7. Working with the Commercial Manager you will lead, manage, develop and train the commercial teams across your portfolio of projects
8. Raise commercial awareness and embed commercial focus and best practise across each project team
9. Lead on all contractual matters from inception to close out via in depth understanding of the contract and its implications for profit delivery.
10. Assisting in the preparation of contract documents, including bills of quantities, specifications, drawings
11. Manage the Risk & Opportunities process to allow for the identification of Risk and Opportunities during the tender and construction phases and ensure the Commercial function delivers contractual solutions and strategies that balance these risk and opportunities.
12. Set and manage budgets ensuring all costs are correctly allocated into the relevant WBS
13. Establishment of robust project life cycle cost forecasts updated monthly and monitored against agreed targets
14. Proactively drive the recording of all contractual entitlements, ensure timely notification of events and accurate pricing and substantiation of change
15. Establish and maintain rigorous cost controls including early warning systems and provide robust accurate financial data and management reports on each project through the monthly reporting cycle including EVM.
16. Provide procurement support to ensure each project is delivered safely, timely, at the least cost and to optimal quality.
17. Ensure all procurement expenditure has been validated by the operational delivery team and identified under the budget as necessary to deliver the project
18. Deliver contractually agreed cash flow and ensure all AFP’s are submitted / assessed in line with the contractual timescales.
19. Ensure all valid Supply Chain payments are made in line with the relevant supplier agreement.
20. Negotiate and agree contractual disputes and final accounts within DFA levels
21. Undertake any other reasonable duties as requested
