Education and Skills Reform is at the heart of delivering an education system that is fit for the future for the people of Scotland. The Education Reform Division is focused on delivering Ministerial commitments to refocus Education Scotland, create a separate inspectorate body, establish a new Centre for Teaching Excellence, and replace the Scottish Qualifications Authority with a new qualifications body. The Delivery Unit oversees a range of activity on a matrix basis including the finalisation and delivery of implementation plans for each of the new and reformed bodies. Working as part of cross body multi-disciplinary teams, you will take the lead in a workstream to consider options to ensure the future sustainable funding of the public bodies subject to reform, including exploring options to streamline activities with other system partners. You will work collaboratively the Directorate Finance Business Partner and Portfolio Finance Lead; Finance leads in the bodies subject to reform; and policy leads across the Directorate. Please note this is a fixed term appointment for a period of 12 months. Responsibilities Managing a project within the Education Reform Programme to ensure the future sustainable funding of the public bodies subject to reform and the Centre for Teaching Excellence (CfTE). Developing a credible evidence base for future funding considerations of the bodies and CfTE through a detailed assessment of current and future costs, including value for money, efficiency options, invest to save opportunities; and alignment of spending options. Support required updates to the Financial Memorandum for the Education (Scotland) Bill. Establishing effective finance and fiscal sustainability planning and reporting process as part of wider governance / sponsorship arrangements. Support the finalisation of Business Cases across the Programme. Support the Deputy Director and wider finance lead in providing up to date and accurate assessments of the financial implications in relation to budget and public spending issues. Leading and prioritising the delivery of excellent partnership working, valued by key delivery partners and wider stakeholders; offering appropriate challenge and support as required. Acting as a role model to champion fiscal sustainability in all interactions with stakeholders. Experience: Strong, strategic financial management experience and a sound understanding of delivering within a policy and/or service delivery context. Experience of improving efficiency and/or lower costs in an innovative or creative fashion. Experience of leading projects and implementing effective, sustainable change through collaborative working, with the ability to translate an uncertain strategic outlook into a compelling vision for colleagues.
