Background and purpose of the role:
We are looking for an experienced Planning and Project Controls Engineer to assist with the overall planning function which is integral to our business and fulfil key operational and commercial functions. Most of our work is on NEC form Subcontracts (usually large Option C’s) and hence we need people to undertake the formal planning processes required by these contracts. You will be required to produce and maintain the Accepted Programme for the project. We operate with a ‘single source of truth’ Accepted Programme where the short term 3-week-look-ahead and other limited views required for the operations staff are ‘taken-off’ the main programme. As a result, this role sits centrally between Commercial and Operations teams with equal emphasis on both. Project Controls will be required based on the common language set out by the APM and following the best practice as described in the APMBOK.

Key activities and responsibilities of the role:
* Ensuring the development of 3 month lookahead schedules are aligned to the Cl31 programme and vice versa. Provide Operations with rolling ‘3-week-look-ahead’ plans (weekly); appropriately ‘taken-off’ of the main programme to ensure work is progressing in accordance with the overall plan.
* Maintain key date information such as Access dates, Completion dates, Project milestones, and others to ensure consistency of data throughout all planning and controls data sets.
* Develop and define control accounts aligned with the contract works information.
* Produce and maintain weekly progress reports.
* Produce and develop EOT assessments and support Commercial with Cost assessments for CE.
* Maintain contractual obligations with regards to monthly updates to our Accepted Programmes (when under NEC).
* Provide Commercial teams with resource loaded forecasts for cash-flow and expenditure/income forecasting.
* Assess the impact of time related change for CE and similar.
* Provide Operations with the strategic plan of the job.
* Engage in and lead targeted performance monitoring for site productivity improvements.
* Provide time related reporting for Board-level review of project performance.
* Ensure submissions of programme information are timely and correct (Cl32, CE assessments, 3-week-look-aheads, end of month internal board reporting etc.) by the team.
* Produce EVM data sets founded on the principles of APM (PMBOK) including CPI/SPI(t) and various forecast to complete techniques.
* Interact with and assist project managers to schedule work and coordinate assignments.
* Evaluate project schedule progress and performance and identify developing problem areas.
* Breakdown critical path and constraints to understand the effect of changes to schedule and recommend work-arounds.
* Monitor and advise on status of project KPIs.
* Produce time and cost reports to inform monthly reporting.
Essential:
* Strong planning fundamentals (+5yrs experience as a planner or where planning was a large portion of the ‘day job’).
* Strong engineering/site experience (+5yrs experience as an engineer/site agent or similar).
* Strong MS Office skills, particularly Excel, with an eagerness to develop these.
* General eagerness to learn and experiment with new tools/processes.
* Strong Earned Value fundamentals (ideally accredited with APM); including familiarity with techniques for forecast to complete + risk analysis based on the principles of Project Management as per APM (PMBOK).
* Conversant with the principles of Earned Value Management including CPI/SPI(t) and various forecast to complete techniques.
* Strong technical skills with project management software packages including Tilos, P6, and Asta.
* Demonstrated experience in NEC planning role (Cl32’s, CE EOT etc) – min 2 years.
Desirable:
* Degree or higher in Civil Engineering or related discipline.
* Strong in Tilos, P6 and/or Asta.
* Power BI dashboard production and maintenance.
