Job Summary
A key operational arm of HSE, Energy Division (ED) regulates Great Britain's Offshore Oil and Gas Industry, pipelines, mines, diving and renewable sector. We employ around 140 professional engineers and scientists to do this. Respected internationally for our independent status and integrity, we have a long-standing reputation for technical expertise which can be applied logically to deliver effective, proportionate solutions enabling hazardous activities to be managed safely.
Energy Division has a front-line team of Human Factors Specialist Inspectors who are primarily involved with regulating Offshore Oil and Gas Installations. Over time it is anticipated there will be an increasing amount of NetZero related work (e.g. carbon capture and storage and floating wind turbines).
Please note that due to the nature and volume of the work and travel, this role is only suitable for full time working.
Job Description
Key Responsibilities
1. Assessment of safety cases drawing conclusions as a subject matter expert on the adequacy of the demonstration, raising issues, or considering future inspection work. Human Factors topic discipline involvement includes assessment of risk assessment of HF aspects of major hazard risk identification and risk control; design of interfaces, control systems, control rooms and other safety critical equipment and management systems relating to ensuring reliable human behaviour.
2. Investigations of incidents or complaints as a Human Factors topic specialist in a multi-disciplinary investigation team dealing with evidence gathering, enforcement, prosecutions and supporting others as necessary on technical aspects to ensure lessons are learned; recurrence is prevented and justice is delivered.
3. Inspections (both onshore and offshore) as part of a multi-discipline team, to identify risk and underlying issues and make judgements about the adequacy of control measures, completing reports and issuing different levels of enforcement depending on the risk present.
4. Provision of expert advice on health and safety matters associated with Human Factors within Energy Division, HSE, industry and other relevant stakeholders.
Training & Support
From day one, you will be supported by your manager, team, and wider colleagues to understand and develop in your role in HSE. We support your continuing professional development directly through training and through stakeholder support and steering.
Whilst working for the HSE and in order to fully understand the legal and enforcement requirements of this role, you will develop your expertise by completing the Specialist Training Programme (STP). This includes a mixture of e-learning and face to face tutorials and requires you to complete a legal assessment. After this training, you’ll then have wider learning opportunities through your Civil Service access.
Travel
In role, you will spend on average 2 to 3-night stays offshore (subject to weather) approximately 6 -10 times a year for proactive inspection or reactive investigation work, potentially at short notice, all within a small multi-discipline team.
Medical Requirements
You must be able to satisfy the OEUK approved offshore medical & OPITO approved survival training requirements (BOSIET/MIST).
Person Specification
Essential Skills And Criteria
Applicants will need to be able to demonstrate:
1. Practical experience of undertaking HF projects in the offshore industry, specifically in the control of health and safety risks.
2. Practical experience of applying the principles of HF to engineering design projects.
3. Practical experience of assessing human reliability, both qualitatively and quantitively, in the context of major accident risk assessments.
4. Practical experience of using HF methods for the management of workload, fatigue, staffing levels, organisational change, and critical communications.
Applicants must be able to demonstrate their ability to:
1. Interact at ease with offshore operational persons at all levels during inspections and investigations.
2. Work with other technical disciplines within HSE and duty holders at all levels.
3. Plan and manage delivery of priorities against very challenging deadlines.
4. Network and communicate effectively as part of a team.
5. Articulate with effective communication and interpersonal skills to establish professional credibility and authority.
6. Present to technical audiences on offshore human factors topics.
7. Represent HSE as an expert within offshore related standards bodies and stakeholder groups.
Licences
Full driving license that permits driving within the UK. However, we are willing to consider any proposals put forward by applicants without a licence that would allow them to do the job by other means. In that case, please select yes and provide details elsewhere.
Qualifications
A degree in Human Factors or Ergonomics
OR
A degree in an engineering subject or psychology AND a relevant post graduate qualification in Human Factors, Ergonomics or Occupational Psychology.
Memberships
Registered member of the Chartered Institute for Ergonomics and Human Factors (CIEHF) or Chartered member of the British Psychological Society (BPS), registered with the Health Care Professions Council (HCPC).
